Recently, the results of the selection of outstanding alumni of the Open University of China (OUC) were announced, recognising 328 alumni from various industries across the country.
These individuals, with accomplishments as their foundation and technology as their wings, demonstrate resilience, confidence, and a pragmatic, enterprising spirit, writing a unique chapter of progress of the OUC people. From today on, the stories of some alumni will be selected for sharing. By reviewing their outstanding deeds and listening to their life insights, the OUC’s achievements in talent development over the last 45 years are highlighted.
Ke Jianhua, a Communist Party member, studied in the Administrative Management junior college programme at the Open University of China (OUC) in theautumn of 2015. She currently serves as the Party secretary in Guigan Community, Songtai Sub-District, Lucheng District, Wenzhou City, Zhejiang Province. She has won honourary titles such as National March 8th Red-Banner Pacesetter, National May 1st Labour Medal, Outstanding Communist Party Member in Zhejiang Province, One of the First-Batch Famous Teachers in Village and Community Governance in Zhejiang Province, and Model Worker in Zhejiang Province. She has been elected as a deputy to the 13th National People's Congress and a delegate to the 14th Party Congress in Zhejiang Province.
Since engaging in community work in 2002, Ke Jianhua has regarded the community as her home and wholeheartedly devoted herself to community work for more than 20 years, being conscientious and selfless in her dedication.
In June 2004, Comrade Xi Jinping, then Secretary of Zhejiang Provincial Party Committee, visited Guigan Community for inspection and highly affirmed the community work. Ke Jianhua was deeply inspired. Over the years, she has always kept in mind General Secretary Xi Jinping's earnest entrustment, unswervingly marched forward bravely in the direction guided by the General Secretary, strengthened Party building leadership, and deeply cultivated grass-roots governance. With tangible achievements that can be seen, felt, participated in, and benefited from, she has submitted a warm and substantial "livelihood report".
Strengthen the Core Elements and Coordinate Up and Down to Achieve Efficient Community Governance
Thinking about what the people expect and acting on what the people entrust, Ke Jianhua realises efficient community governance through methods such as strengthening organisations, establishing rules and regulations, extending governance, and perfecting the democratic consultation mechanism.
Focus on "Strengthening Organisations". Ke Jianhua adheres to the "multi-network integration" under the leadership of Party building, strengthens the organisational structure, and promotes the full coverage of three physical-type Party organisations in residential areas and property owners' committees. Focus on "Establishing Rules and Regulations". Ke Jianhua actively assists each property owners' committee in residential areas to improve the system for major matters, establish the rules for the operation of residential areas, and conduct services according to the regulations.
Focus on "Extending Governance". Coordinate the community to carry out the "Tri-Party Deliberation Hall" mechanism, and jointly discuss and solve major and difficult problems in residential areas with social organizations and grass-roots stations. Perfect the democratic consultation mechanism. Ke Jianhua innovatively implements the "Five-Step Deliberation Method", actively provides the people with services that match supply and demand, and solves the problems that the masses are concerned about.
Integrate Resources and Build Platforms to Revitalise Public Service Venues
Ke Jianhua comprehensively revitalises more than 2,000 square metres of public service venues in the community, a total of 8 places. It provides comprehensive services integrating functions such as Party building, entertainment, leisure, and learning. It regularly opens service venue resources such as the local people's gym, convenience service centre, cultural homeland in the jurisdiction, allowing the masses to enjoy diversified services "at the doorstep".
Improve “benefiting-the-people services”. Ke Jianhua creates a community-benefiting post station, introducing multiple business forms such as haircutting, shoe-repairing, sewing, health care, and traditional Chinese cultural activities such as playing musical instruments, chess, calligraphy, and painting.
Provide considerate services. Ke Jianhua takes the lead in creating the "Shared Bazaar" in Guigan Community, attracting residents to walk out of their small families and integrate into the large community family; promotes semi-closed management in old residential areas, implements micro- circulation of internal roads in residential areas to solve the problem of difficult parking; she also establishes the "Sister Ke's Studio", formulates a rotation system for the studio, arranges Party member representatives to receive visiting masses on a rotation basis, and solves more than 800 problems for residents, such as employment, schooling, minimum living allowance, and medical assistance.
Focus on "the Elderly and the Young" to Provide Heart-Warming Services
In 2012, Ke Jianhua took the lead in building a community-based home-care service centre for the elderly, providing high-quality lunch and dinner, solving the problems of "difficulty in cooking and having meals" for the elderly. At the same time, she launched a door-to-door meal- assistance service, providing daily meal-delivery service to the elderly in a low-cost service mode, relieving the worries of their children. Ke Jianhua also established a community-based university for the elderly, opening 13 classes such as ethnic dance, fashion model, and calligraphy, and introducing "health care" services. In view of the nursing problems of the disabled and semi-disabled elderly, she specifically established a domestic service nursing station and introduced a professional team to help the elderly in need at their doorsteps.
Over the past 10 years, Ke Jianhua has insisted on holding warm and unique collective "Filial Piety and Kindness Birthday Parties" for the elderly over 80 years old in the jurisdiction. As of now, a total of 106 sessions have been carried out, serving more than 4,000 elderly people, and more than 5,000 volunteers have participated.
The elderly enjoy a happy old age, and the young need to be guarded with peace of mind. According to the characteristics of the community itself, Ke Jianhua took the lead in launching the "Children's Observation Group" mechanism in the whole district, selected 9 children councilors, allowing children to participate in community governance, and jointly carried out a series of public-welfare courses on moral education practice in the "Youth Palace at the Doorstep" with Wenzhou Youth Palace, carried out Red Scarf Research Camps, art and labour courses, and interesting reading activities in the community Party-mass centre, further enriching children's childhood life, enabling children to improve their practical and learning abilities in the process of combining education with entertainment, and actively promoting the improvement of the quality education of adolescents.
At present, Ke Jianhua is still busy serving the people out of her feelings for them. She always thinks more, asks more, walks more, helps more and does more when it comes to the affairs of residents. She uses bit-by-bit services to support community livelihoods, truly making the residents in Guigan Community obtain a sense of happiness.
