Deng Xianming, a bachelor-degree holder, is Party secretary and principal of Sichuan RTVU (Fushun Branch), the Fushun Teacher-training School, and Fushun Community College.

I．A Teacher and an Example

Deng Xianming is firm in his politics, and passionate about the educational ideals of the Party.

In September 2007, with no previous experience in education, he was transferred to Fushun RTVU, where he learned rapidly by consulting his colleagues and by reading, and advanced to become director of teaching affairs, vice president and then president of Fushun RTVU, among other positions, growing quickly in ability and power.

Nonetheless, he has always remained connected to teaching, managing courses such as Morality and the Law and Administrative Organisation. In his tutoring, moral cultivation and teaching are integrated, and he is skilled at making obscure theory interesting and clear. In terms of class management, his focus is on dynamism, and facilitating student interaction.

II. A Bold Teaching Reformer

Deng Xianming uses teaching platforms and analysis of previous examination papers to provide guidance to his students. He is a researcher, and has published in many journals, including the Journal of Sichuan University of Science & Engineering. In 2013, he discussed his paper Strengthening the Construction of Learner Support in County-level RTVUs with students and tutors at the CCRTVU, and that same year, his paper Strengthening Class Management and Service was discussed at provincial-level RTVUs. In 2015, his paper Student-focused Open University Teaching came third in a competition for provincial RTVUs.

III. Helping Students

When Chen Long enrolled in junior-college Administrative Management in the fall of 2013, Deng Xianming was his class counselor. Having almost failed, Chen dropped out after his first semester; but Deng Xianming refused to let this happen. After being unable to persuade him by phone to change his mind, he drove dozens of kilometers in the dark to call on him. At the sight of his teacher, Chen Long was both surprised and ashamed. Deng Xianming told him:  “The school has thousands of students, and doesn't care; but you should care, because this is your future. We can help you through your difficulties." As a result, Chen Long returned to school the next day to continue his studies.

Deng Xianming kept his promise, and two years later Chen Long graduated, became an office clerk for the local village committee, two years after that a Party member, and in 2018 village Party secretary, as the only member of the committee with a junior-college degree. Chen Long called Deng Xianming on the next day to thank him, and promise that he would work toward gaining a bachelor degree.

IV. Helping the Poor Gain Schooling

Long Mengshan and her two sisters (15 and 8) from Xiaoqiao Village in Fushun County were in a difficult situation, their father having disappeared and their mother suffering from dementia. Deng Xianming decided to help, and arranged for Fushun RTVU to give them a monthly stipend of RMB 900, along with academic support, until they had completed their studies. Interviewed about this on Zigong TV, Deng emphasised the importance of showing that an RTVU models love and social responsibility.

V. Targeting Poverty Alleviation

Deng Xianming also heeded higher-level calls for Fushun RTVU to help 20 low-income households in Heping Village of Fushun County, leading teaching staff to carry out household surveys and determine whether their poverty was caused by illness, lack of schooling or work, disaster, lack of technology, or another reason. Assistance was then based on this assessment, and every two weeks staff would drive over 40 kilometers to bring rice, flour, oil, and other necessities, along with gifts for the winter and summer holidays and traditional festivals.

Over the past three years, Fushun RTVU has also helped nearly thirty needy households in the Xihu and Shashan communities

VI. Achievements as an Educator

Deng Xianming was named an "Excellent President of the Fushun County Education System" in 2016; "Advanced Individual of Enrollment for Sichuan RTVU" in 2016 and 2017; "Excellent Party Member of the Zigong Education and Sports System" in 2018; "Good President with a Great Sense of Responsibility" by the Fushun County Education and Sports Bureau in 2019; and "Top President of Fushun County" by the Fushun County Government in 2020.

Since 2017, when Deng Xianming became its president, Fushun RTVU has also received many honors. It came first in the Zigong RTVU Comprehensive Assessment and has been named a National Excellent Adult Continuing Education (Training) Institution, OUC Excellent Teaching Collective, Sichuan Federation of Trade Unions Adult Education and Training Demonstration Site, Sichuan RTVU Enrollment-excellence Unit, Sichuan RTVU Advanced County-level Branch, and a Zigong City and Fushun County Party-building Demonstration Site.

At the end of 2020, under his leadership, Fushun RTVU hosted the 2021 Sichuan RTVU System Working Conference, hailed as "the banner and benchmark of county-level RTVU operations in the province" by Sichuan RTVU.

At this stage of transforming the RTVU into an open university, Deng Xianming and the Fushun RTVU will continue to push degree education forward, and serve local populations under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
