Editor’s Note: The third session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC) and the third session of the 13th National People's Congress (NPC) started in Beijing on 21 and 22 May 2020 respectively.

The OUC News Network will continue to publicise and report deputies and members to the two sessions who are leaders, teachers, and students of the organisation system of the Open University of China (OUC), along with their suggestions and motions in the column “Two Sessions Deputies and Members from the OUC.” Through this column we hope to manifest the spirit of the OUC in this current era and its missions and responsibilities, to establish university’s place in society, to encourage teachers and students to strive for excellence, and to create a mighty force for the reform and development of open education.

Introduction to the deputy

Wang Qide comes from Nanjiang County, Sichuan Province. He majored in legal science in the 2016 spring semester class of Sichuan’s Nanjiang Radio and TV University. He now serves as director of the Specialised Cooperatives of “Wulang” Yellow Goat and “Hongqi” Pig Breeding.

Profile of the deputy

“In the last few days, I have studied the government work report delivered by Premier Li Keqiang and several other reports. I feel inspired and excited. I myself fully agree with the work report,” Wang Qide, a deputy to the National People’s Congress and director of Nanjiang County Wulang Yellow Goat Specialised Cooperative, said. Last year, the nation was faced with a number of unimaginable difficulties and challenges. However, great battles were waged in order to achieve economic and social development under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core.

We have swept the cap of poverty off the heads of several generations and started to move towards a moderately prosperous society. We have increased the pride of people in the old revolutionary base areas. We have won the battle against the coronavirus epidemic. Together, these victories have helped the general public to really feel the greatness of the Communist Party of China and the superiority of the socialist system. According to Wang Qide, people in the communities witnessed these developments first hand and were deeply impressed. “The people say that these major and difficult achievements can only be done in China by the Communist Party of China.”

Over the past year plus, Wang Qide has been based in his hometown, working hard to develop the yellow goat breeding industry in Nanjiang, leading the villagers toward a moderately prosperous society in a down-to-earth way. With him taking the lead, more than 4,000 farmers in 28 townships have raised about 80,000 Nanjiang yellow goats through “breeding on demand,” minimum purchase price, “lending and returning,” and donations. Nanjiang yellow goats have become true treasures of the people of Bazhong and have helped them to swap poverty for prosperity.

Wang Qide spoke for the people and made suggestions for his hometown. In recent years, he has submitted a raft of proposals to the National People’s Congress, such as solving the problem of transportation in poverty-stricken areas and vigorously implementing the rural revitalisation strategy. At the third session of the 13th National People’s Congress in Beijing, Wang Qide focused on the issue of how to strengthen and upgrade the poverty reduction results to prevent a return to poverty. “As an old revolutionary base area, although it has been lifted out of poverty, Bazhong hasn’t been able to overcome its low level of overall development and poor capacity for self-development,” Wang Qide said.

Suggestions made by deputy Wang Qide

Wang Qide’s first suggestion is to put “sustained assistance” polices for poverty alleviation into effect as early as possible. As far as poverty-stricken areas are concerned, it is particularly necessary to give them the assistance they need to succeed in the long term. The second suggestion is to give greater support to the revitalisation of old revolutionary areas. The third suggestion is to strengthen the capacity to build public health service at the community level.
