Shen Guochu, a member of the Communist Party of China, is currently serving in the second brigade of the Changde Traffic Police Detachment of the Public Security Bureau of Hunan Province. He is a graduate of the Changde RTVU Law School, which he entered in 2000.

He joined the army in 1976, and became part of the Criminal Investigation Team of the Changde Public Security Bureau in 1987, taking his present position two years later. Throughout, he has been focused on self-improvement through learning, and completed his Law studies in July 2003.

He has displayed dedication and professionalism in his work for 20 years, and has never been the target of a complaint despite giving hundreds of thousands of traffic citations. He is helpful and thoughtful, maintains a close relationship with the public, and considers his position to be an honour.

His nature can be illustrated by an incident in 2008, when he came upon a man in his eighties who had lost his way. Shen Guochu hailed a taxi, and accompanied the old man for more than an hour until he finally recognised his home.

Over the last two decades, many such situations have come up. He believes in taking the initiative to help people, even if it means going out of one's way.

Another example comes from Changde in 2013, when he was assigned to guard a nearly 20-meter zebra crossing on Langzhou Road, connecting two schools, and with over 6,000 students crossing it through heavy traffic three times a day. To ensure their safety, Shen Guochu went to work half an hour early in the morning, and left half an hour late. He could always be seen at that crossing, helping all comers, regardless of the weather.

August 30, 2007, was the first day of school at Beizheng Street Primary School. It was raining ceaselessly, and even though it was his day off, he was anxious about the safety of the children and rushed to his post at 7:00 in the morning. In the heavy rain, a child froze in the road with a car approaching, and Shen Guochu rushed to push him away. The student was saved, but he was knocked down and injured. Getting up, he ignored the injury, and was relieved to discover that the child was unharmed.

Later, upon joining the "four-in-1" police brigade, he was made responsible for the crossing where the Changde Municipal Party Committee and a hospital converge, and where traffic is heavy. His enthusiasm for his work has never faded, and he handles alarms, security patrols, traffic diversions, and violations. He is also still busy at the crossing, a "guardian" of the safety of citizens in the district.

At work, he always keeps others in mind, learns from his experience, and is strict with himself.

His principles are to never let a violation pass, never humiliate anyone, and never make enemies. He often ranks in the top 3 in the brigade in terms of tickets issued, but has remained popular with the public.

His method of dealing with violators is careful and considered. He keeps his patience in all circumstances, never allows himself to be paid off, and treats everyone, strangers or relatives, alike.

Punishment is not an end, in his view, and violators are not enemies. Traffic police gain their power from the people, and the people should be treated reasonably, and educated in the traffic laws and the danger of violating them.

In short, Shen Guochu's law-enforcement philosophy is "people-oriented", and its essence can be expressed in one word: "harmony". Enforcement seeks to establish and maintain harmonious traffic, and a harmonious relationship between the police and the people.

”Yang Qiun, the captain of the Hunan Provincial Traffic Police Corps, once told Hunan Satellite TV that Shen Guochu is a "civilian model" and "civilian hero".

Shen Guochu prides himself on loyalty, fairness and honesty. He devotes himself wholeheartedly to his work, and is free of corruption. Over the years, he has done more than 3,000 good deeds, and received over 300 letters of commendation and 100 banners. He has ticketed more than 100,000 violations, with no disputes or complaints, and is referred to by citizens as "our beloved Old Shen" and "our labor model". He has been named a National Advanced Worker, National First-Class Police Officer, National Public Security Model, and Traffic Police Enforcement Model. He was nominated to be named a National Morality Model twice, in 2009 and 2011, and has been named a Hunan Morality Model, Hunan Top 10 Police Official, Hunan People's Police Favourite, and so on.
