Jiang Shixue is a member of the Party Committee of Suntiepu Township, and is Party Branch secretary for Jiangwan Village. He was a deputy to the second, third and fourth People’s Congresses of Xinyang City, and in November 2009 was named a "National Outstanding Veteran". In 2016, he was selected as both “the most popular farmer university student” and “an excellent student” by Henan Radio and TV University.
From March 2009 to July 2011, Jiang Shixue was enrolled in the Facility Agricultural Technology major at the Radio and TV University (RTVU) as part of the “One College Student Per Village” programme. At that time, he was both secretary of the village Party branch and a member of the CPC Suntiepu Township Committee, yet his busy schedule did not keep him from studying hard. At the RTVU, he served as interim head of the Party organization of the class committee, leading the students to work together on their studies, and overcoming all kinds of difficulties. Their graduation dissertations were at a high level, and he was named an “Excellent Graduate” by the class.
He has put his education to use in the village by setting up a rural “land-credit cooperative” , the first “land bank” in Henan, and becoming a leader in rural land reform by way of the “three-in-one” “Jiangwan mode” of integrating land ownership in the village, offering farmers contractual rights to their land, and putting the cooperative in charge of land management. These have been innovations in the development of rural areas. Under his leadership, great changes have taken place in a once poverty-stricken and underdeveloped village, which has now become a demonstration village for rural reform and development in Xinyang City, Henan Province, and one of the 18 pilot villages for promoting poverty alleviation throughout China.
Jiang Shixue has been named one of the “Top 10 Village Party Branch Secretaries” by the CPC Guangshan County Committee, an “Excellent Deputy to the People’s Congress” of Xinyang, and an “Extraordinary Rural Talent” of Xinyang in consecutive years. In May 2010, he was named a model (advanced) worker of Xinyang City; in April 2014, "Henan's Most Beautiful Village Official"; and in January 2015, the “Most Beautiful Person in Xinyang” and “Most Beautiful Village Cadre”. Though an ordinary branch secretary, he has made extraordinary achievements. Above all, he has applied what he learned at the RTVU since beginning to serve as secretary of the village Party branch. As a leader of farmers, he has made prominent contributions to poverty alleviation and the construction of rural areas on socialist principles, featuring “prosperous production, a well-to-do life, civilized folkways, cleanliness, order, and democratic management”.
