On August 23rd, the final meeting of the “credit bank” research project of the Open University of China (OUC) was held in Beida Jade Bird APTECH. Mr. Liu Zhipeng, the director of High Education Press, together with Mr. Li Linshu, the vice president of the OUC, Mr. Sun Fuwan, the head of Scientific Research Department of the OUC, and Mr. Yan Xiaopin, executive vice director of the OUC Credit Bank Management Office, reviewed the project's accomplishments. The meeting was also attended by Mr. Chen Fengbo, the vice president of Beida Jade Bird APTECH, and Mr. Xiao Rui, the vice president of Beida Jade Bird APTECH and the president of Qingdao Occupation Education Institute. 

The important components of implementing the credit bank created by the OUC include a system of accrediting the learning outcomes of continuing education and the study of the mechanisms involved. In the research and practice project of the system of accreditation, accumulation and transfer of learning outcomes in national continuing education, depending on its accumulation of many years experience in professional education, Beida Jade Bird APTECH was invited to take part in the research on the accreditation criterion and operation standard for the learning outcomes in education and training institutions, put forward and set up the accreditation criterion and operation standard for different types and different levels of education and training institutions.

As part of the strategic transformation from the China Central Radio and TV University (CCRTVU) to the OUC, and as part of the OUC's movement to reform and innovate, “credit bank” is a visual concept based on the model of monetary savings and exchange in the commercial banks. Learning outcomes can be deposited in the “bank” by way of credits gained through relevant accreditation, and can be exchanged for certificates when enough credits have been saved up. The project has been researching how to realize mutual recognition of credits with relevant universities both at home and abroad, online educational colleges and educational institutions, with the goal of providing a base for the mutual recognition and exchange of credits among all kinds of educational training providers. This move will increase sharing and integration of teaching resources between the OUC and different kinds of educational institutions at different levels, and provide more learning opportunities for all citizens of the society; increase recognition of all kinds of learning outcomes, enhance learning efficiency and effectiveness, and encourage life-long learning and learning for all people; promote the reform of the learner formation model of the OUC and the reform of the curriculum system and content, improve the standard of teaching resources and raise teaching quality.
