During the 2012 National Lifelong Learning Week, the “Seminar on Reform and Development of University Continuing Education and Its Role in the Development of Learning Cities and Learning Enterprises” was held in Chengdu. Lu Xin, deputy minister of the Ministry of Education, attended the seminar and delivered an important speech.

Over 300 persons, including representatives from 15 RTVUs participating in the “research and application of a lifelong learning public service platform model” project as well as representatives from more than 100 colleges and universities, the Continuing Education City Association, and relevant industries and enterprises attended the conference.

Lu Xin listened to progress summaries on the “demonstration base construction for university continuing education”, “research and application of open service model for digital learning resources at regular universities”, and “research and application of a lifelong learning public service platform model” projects. Thirteen universities including China University of Political Science and Law, Chinese Medical University, and the Open University of China presented typical experiences. Lu Xin then praised the institutions on their accomplishments in implementing the projects.

Ruan Zhiyong, vice president and secretary of the party committee of the OUC, delivered a keynote speech entitled “Construct a Public Service Platform, Enable Lifelong Learning for the People”. He emphasized that as the project continues, the OUC and participating organizations will use construction of an open university as an opportunity to explore the integration of public service platforms and open universities. He stressed the need to continue to extend the scope and influence of platform application, use innovation to accelerate application content development, explore a digital lifelong learning service model, and expand the range of applications of lifelong education.

“Research and application of a lifelong learning public service platform model” is a subproject of the “construction and demonstration of a lifelong learning service system” project approved by the Ministry of Education and Ministry of Finance in September 2010. The project selected 15 RTVUs, led by the OUC, to construct a lifelong learning public service platform. This involves researching and implementing a construction model and operating mechanism for a lifelong learning public service platform directed towards learning cities, and a mechanism to integrate and share digital learning resources. Furthermore, it involves constructing an integrated digital learning platform and service system and conducting demonstrations of typical application.
