Chongqing, 23 December 2025 — The Open University of China (OUC) convened a national meeting in Chongqing to discuss and deploy its quality work. LI Song, Vice President of OUC, XU Lu, Deputy Director of the Continuing Education Division of the Department of Vocational and Adult Education, Ministry of Education, and ZHANG Yong, Deputy Director of the Education Quality Assessment Centre attended the meeting, together with more than 150 delegates including university leaders responsible for quality work from 45 branches (including the School of Xizang), heads of relevant departments, representatives from teaching units, and relevant staff from the headquarters’ Department of Quality Monitoring and Control. The meeting was chaired by JIN Yan, head of the Department of Quality Monitoring and Control of OUC.

The meeting focused on promoting high-quality development of the open university system, aiming to implement the 2024–2035 Master Plan on Building China into a Leading Country in Education and the three-year action plan. Discussions were on topics such as summarising the outcomes of the first round of branch evaluations, deploying the second round of evaluation work, and exchanging experiences on improving operations through evaluation, preparing for outlining OUC’s quality work strategy for the next five years.

Vice President LI Song pointed out that the first round of branch evaluations effectively enhanced the standardisation, support capacity, teaching quality, and social reputation of the open university system, further consolidating and improving its integrated educational framework and achieving the goal of "promoting standardisation, development, reform, and distinctive growth." The second round of branch evaluations will focus on the strategic theme of digital empowerment for lifelong education services to build a learning society and a learning nation, comprehensively covering seven core dimensions including educational positioning and system operation. It will further refine the educational framework of "categorised guidance, integrated balance", achieving the core objectives of "promoting development, reform, quality, management, and distinctiveness through evaluation," thereby laying a solid quality foundation for building a world-class open university with Chinese characteristics.

LI Song also emphasised that educational entities at all levels should, guided by new concepts, further focus on educational positioning, strengthen system construction, optimise professional courses, redesign teaching models, and improve quality assurance, to advance the comprehensive strength, educational quality, and brand reputation of the open university system to achieve new leaps.
