Nanping, Fujian, 13 to 15 November 2025 -To advance the execution of the "Implementation Opinions on the Comprehensive Reform of Education and Teaching in Open Universities through Digital Intelligence Empowerment and Integrated Coordination" and enhance the quality of open learning resources developed at the provincial level, the Open University of China (OUC) organised a themed seminar. The event was attended by LI Song, OUC Vice President and CPC Committee member, ZHUANG Li, Party Secretary of the Open University of Fujian, and LIN Qiu, Vice Mayor of Nanping Municipal People’s Government. The event was chaired by LI Wei, Director of OUC's Learning Resources Department.

Vice President LI Song emphasised that courses serve as the fundamental building blocks of talent development and encompass the essential elements of educational reform. In the context of open university curriculum reform, he highlighted five key focal points: adhering to the open education’s fundamental task of fostering virtue through education, delivering instruction tailored to the needs of adult learners, leveraging digital and intelligent technologies to enhance curriculum and educational reform, promoting a collaborative approach to curriculum reform across the national open university network, and implementing comprehensive and multi-dimensional personalised course evaluation systems.
He further pointed out that provincial open courses, being an integral component of the open university curriculum framework, should centre on "equity" and "quality," guided by the principle of being “student-approved and socially recognised.” To achieve this, he outlined three strategic priorities: upholding high standards to cultivate high-quality provincial open course models, strengthening system-wide collaboration to boost the sharing of quality resources, and ensuring top-down planning coupled with long-term mechanisms to maintain the steady advancement of provincial open course reform.
During the seminar, participants engaged in in-depth discussions on a range of topics related to open learning resource development at provincial level, application modes, quality enhancement, and distinctive growth. These exchanges facilitated the reaching of consensus and clarified the direction and implementation pathways for comprehensively elevating the quality of provincial level open learning resources within the OUC system.
OUC will continue to collaborate with its branches and colleges. With provincial level open learning resource development as a starting point, the university is committed to exploring how digital and intelligent technologies can empower teaching reform and drive the high-quality development of talent cultivation.
The seminar was attended by relevant officials from nine branches (Fujian, Harbin, Anhui, Henan, Hunan, Chongqing, Xi'an, Qinghai, and Xinjiang), heads of Open University of Nanping, and relevant departments from OUC’s School of Economics and Management, School of Science and Engineering, and School of Agroforestry and Medicine (Rural Revitalisation College), and Department of Quality Monitoring and Control.
