From 20 to 21 November 2024, a seminar on talent development within the Open University system was held in Shangrao, Jiangxi.

The seminar aimed to thoroughly study and implement the guiding principles of the Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) and the National Conference on Education. Based on the high-quality development of open education, participants engaged in discussions on the major strategies regarding talent together and united their efforts to do a great job in talent development.

Deng Wenjun, deputy secretary of the Party Committee of Jiangxi Open University (OU); and Wang Wei, secretary of the Party Committee of Shangrao OU, attended the event and delivered speeches. He Fengqiu, a second-level researcher at the Chinese Academy of Personnel Science, gave a special topic lecture. Yuan Wei, director of the Organisation Department / Personnel Office of the Party Committee of the Open University of China (OUC), presided over the event.

Deng Wenjun stated that this seminar is a significant milestone in the development of the system and an important measure for the OUC to thoroughly implement the strategy of strengthening the university through talent. Deng expressed the hope that, under the guidance of the OUC, the seminar would further explore reforms to talent system and mechanism in the new era, promote mutual learning, and drive the creation of a talent system suitable for high-quality development.

Wang Wei extended a warm welcome to the representatives attending the meeting and provided an overview of Shangrao OU's development journey and talent-related initiatives.

He Fengqiu delivered a special topic lecture.

He Fengqiu interpreted the policies and shared cases by focusing on issues such as post setting, job appointments, talent evaluation, and remuneration incentives. She also offered insights into trends in policies of remuneration reform in higher education institutions. She emphasised that personnel work should carefully address key points, boundary conditions, and risk factors to continuously optimise management models and ignite the talent innovative and creative potential.

Representatives from the open universities of Zhejiang, Sichuan, Shanghai, Hebei, Jiangxi, Beijing, and the OUC focused on topics such as talent workforce development, compensation and performance, talent assessment and evaluation, and digital transformation, sharing their experiences. The participants made careful preparations and generously shared their insights, offering content that was both theoretically profound and practically detailed, deeply inspiring those in attendance.

Participants also engaged in in-depth discussions on implementing the new concepts, strategies, and measures for talent development in the new era, focusing on practical work, addressing challenges, ideas, and solutions. They indicated that the seminar had a clear theme, rich content, and was full of practical insights. It not only broadened their perspectives but also deepened communication, enhanced friendships, and injected new momentum into the high-quality development of talent work.

This seminar is the first nationwide conference on organisational and personnel work within the Open University system. Nearly 80 participants, including heads of organisational and personnel departments and relevant personnel from the system.
