On October 2nd, 2011, the Open University of China (OUC) Chinese Language Center signed an agreement of cooperation with Indonesia's Victor Language Centre in a ceremony on Bali Island.

President of the OUC, Yang Zhijian, and Ardjan Leo, Vice Chairman of the Association of Social Care and Education of Chinese Indonesian Community in North Sumatra Indonesia and Coordinator of Foreign Language College of International Friendship of Asia attended the signing ceremony. of Indonesia HSK Working Committee extended his congratulations on the signing via recorded video. Yang Yongbo, Director of the OUC International Cooperation and Exchange Department, Prof. Liu Dailing of the OUC School of Foreign Languages and Li Song, OUC Deputy Director of Academic Affairs Department, were also present at the ceremony.

The two parties plan to conduct extensive cooperation to boost distance Chinese education in Indonesia, implementing and researching improvements in Chinese teaching, teacher training, preparatory courses for college education in China, distance degree programmes and non-degree programmes, etc. They will further explore the "online + face-to-face" teaching mode, develop market-oriented business models and build up resources for Chinese education suited to Indonesia's local needs.

Victor Language Centre, established in June 2005, is a language school accredited by the Indonesian Ministry of Education. Its headquarters are located in the city of Medan where there is one of the largest Chinese communities in Indonesia, and it is currently the largest language school in the city. Cooperation between the OUC Chinese Language Center and Victor Language Centre will certainly open new paths for the promotion of Chinese language in Indonesia.
