On April 14, 2011, the Open University of China (OUC) and the OUC School of Tibet co-organized the training of volunteers for the OUC's Action Plan to Support Tibet with Voluntary Online Teaching through a real time conference system, which marked the start of the project.

The Action Plan was proposed in 2007, with the purpose of activating teachers, experienced administrators and technicians in the China radio and TV universities (CRTVUs) around the country as volunteers to provide online tutorial services for students in the OUC School of Tibet. After the preparatory work, including perfecting functions of teaching platform and experimenting in units, the Action Plan began to recruit volunteers in January 2011. It has received support from teachers, administrators, technicians and students of the CRTVUs and has also attracted attention from people from all walks of life in society. By April 12, 2011, there had been 154 applications sent from the CRTVUs and society. 19 subjects and 60 volunteers were decided on for the 2011 spring semester. According to the teaching demands of the School of Tibet, the Action Plan will continue to recruit online teaching volunteers so as to forming a relatively stable teaching team.
