An opening ceremony to inaugurate Changchun Open University (Changchun OU) was held on 6 January 2021. Liu Xianghong, deputy secretary of the Party Committee and secretary of the Discipline Inspection Commission of the Open University of China (OUC), Jia Lina, deputy mayor of Changchun, and Zhan Gaofeng, deputy director of Jilin Provincial Department of Education, attended the ceremony.

Zhan Gaofeng read out the Written Reply from the Jilin Provincial People’s Government on the Approval of the Name Change of the University. Meng Fanjun, secretary of the Party Committee of Changchun OU, and Liu Xianghong addressed the ceremony. Liu Xianghong also unveiled Changchun OU together with Jia Lina, deputy mayor of Changchun.

Over the past 41 years, Changchun OU, formerly known as Changchun Radio and TV University (Changchun RTVU), has made remarkable achievements in its education operations. It has constructed an education pattern centring on learners and featuring “one body and two wings,” i.e., open education as the main body and degree and non-degree education as the two wings. A “five in one” school running model integrating “open education + special education + community education + continuing education + education for older adults” has been established and a total of 150,000 undergraduate and junior college degree graduates represented by National Labor Model Li Wanjun and Nie Yongjun have been cultivated. Changchun OU has set up a distance education class for model workers in cooperation with the Municipal Federation of Trade Unions, and the programme has trained more than 600 model workers. In a cooperative programme jointly developed with Changchun Disabled Persons' Federation, the only distance education-based special education college in the province, it has trained a total of over 650 students. The university, as a base for an advanced training class of the Changchun Human Resources and Social Security Department, has engaged in continuing education training sessions for nearly 10,000 people every year. As part of a key livelihood project of the Changchun Digital Learning Hub, Changchun OU has been an organiser of the opening ceremonies for Jilin Province and Changchun City’s lifelong learning weeks for 10 consecutive years. The total amount of resources of the portal website of Lifelong Learning for All in Changchun has reached 75T, with 12 million clicking and browsing records from users. It has delivered 113 public welfare lectures to citizens of Changchun by relying on its 104 community digital study centres, four military camp digital study centres, and one institution digital study centre, meeting the diversified learning needs of people in Changchun. The above efforts have all made positive contributions to the construction of a learning city in Changchun and an education system serving lifelong learning for all.

Standing at a new starting point, Changchun OU will give full play to the new “Internet Plus” education operation model and adapt to the trends of digital, intelligent, lifelong, and integrated education. It will follow Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and practice socialist core values under the guidance of its motto, “Social Commitment and Unity of Knowledge and Action.” It will implement the Party's educational policy under the educational philosophy of “education through virtue and providing education for all without discrimination,” and draw a new blueprint by following the development strategy of “strengthening education through talent, seeking sustainable development through quality, operating education in an open way, and developing the university through innovation.” Changchun OU will strengthen its educational foundation by doing a good job of academic and special education. It will remain committed to expanding new community education opportunities, improving the efficiency of continuing education, and strengthening education for older adults. It will work hard to develop the university into a major platform for lifelong and online education and a platform for flexible education and external cooperation. It will become an important support mechanism serving lifelong learning for all, an important force to build a skilled society, and a mainstay for the construction of a learning city, in order to make new and greater contributions to Changchun's modernisation drive.
