On 28 November 2020, the Open University of China (OUC) and Hangzhou Radio & TV University (Hangzhou RTVU) signed an agreement on course co-construction. Lin Yu, OUC vice president of the OUC; Ye Zhihong, director of the Academic Affairs Department; Xie Liewei, Hangzhou RTVU Party secretary; He Shugui, deputy Party secretary; staff in charge of co-construction, and teacher representatives of the two universities, participated in the ceremony.

Ye Zhihong and He Shugui, as representatives of the two sides, signed the agreement.

The OUC has long cooperated with Hangzhou RTVU. As early as 2006, the two sides signed an agreement on the joint construction of compulsory courses at China Central Radio & TV University. The current agreement deepens this cooperation. Hangzhou RTVU will be responsible for multimedia-resource construction and specific teaching implementation for the three compulsory courses of the junior-college Construction Engineering Technology major, as well as two compulsory courses of the junior-college Road and Bridge Engineering Technology major.

Lin Yu and his delegation visited the History Museum of Hangzhou RTVU to learn about the history, construction and development of the university, and investigated the Urban Construction, Mechanical and Electrical Engineering, and other practical-teaching centres there.
