In order to successfully conduct the online operation, publicity and advertisement, and use and management of the resource sharing platform for the universities for older adults affiliated to China's central state organs, the Financial Management Department of China’s National Government Offices Administration held a virtual meeting on the use and management of the platform on 25 August 2020.

The meeting discussed the basic situation and progress of the platform construction, and clarified further work arrangements and requirements work. As a partner in platform construction, the Open University of China (OUC) organised the conference.


Wang De, director of the Financial Management Department of China’s National Government Offices Administration, attended the meeting and delivered a speech. Over 130 people, including responsible persons from the retired cadres management institutions of 78 central state departments, managers in charge of the universities for older adults affiliated to China’s central organs, and relevant OUC responsible personnel, attended the meeting. The meeting was presided over by Li Xiaofeng, deputy director of the Financial Management Department of China’s National Government Offices Administration.

In his speech, Wang De pointed out that the construction of the platform is part of implementing the requirements of the CPC Central Committee on promoting the co- construction and sharing of educational and cultural resources for older adults, meeting the online learning needs of older comrades, and satisfying the demands for online teaching resources from various departments. The sharing platform has three advantages: centralised and unified management, high quality, in-depth resources, and complete functions. These advantages will help to expand the scope and improve the quality and efficiency of resource sharing. In order to manage and make good use of the platform, Wang De put forward four requirements. First, enhance understanding and ensure the platform goes on online smoothly and operates safely. Second, improve the platform's political positioning and guard against various risks and issues. Third, improve the quality of teaching and ensure the sharing of excellent teachers and curriculum resources. Fourth, raise the service level of the platform and enable older comrades to access the sharing platform.


During the meeting, responsible personnel from the OUC introduced the design of the computer framework and mobile terminals, as well as demonstrating the relevant functions and operations of the platform. In addition, relevant responsible personnel from the Social Security Department of the Financial Management Department of the China’s National Government Offices Administration introduced the progress of platform construction and made arrangements for the next stage of work.

The resource sharing platform for the universities for older adults of the central state organs was jointly constructed by the OUC and the Financial Management Department of China’s National Government Offices Administration. It aims to offer a centralised, functional, easy-to-use technology platform for universities for older adults affiliated to the various departments of the central government to carry out online teaching. Furthermore, it aims to realise a complete three-dimensional teaching model integrating online + offline education and provide high-quality, in-depth educational resources for older adults, while also fundamentally solving the issue of the “difficulty of securing a seat” in offline education. The platform project is developed and operated by the OUC Open University for Older Adults and OUC Bell & Horn Education and Technology (Beijing) Co., Ltd.
