In order to continue to promote the construction of a learning achievement accreditation service system, implement the latest credit bank construction policy, comprehensively summarise the work of the service system in 2018 in terms of learning achievement accreditation, accumulation, and transformation, and deploy and promote the work in 2019, the Open University of China (OUC)held a seminar on the work of the learning achievement accreditation service system in Beijing on 28 December 2018.
The heads and staff from OUC sub-centres outside Beijing attended the meeting through two-way video and leaders and staff from some of the sub-centres in Beijing attended the on-site meeting.
Li Linshu, OUC vice president and director of the Credit Bank (Learning Outcomes Accreditation Centre), addressed the meeting. He pointed out that all units under the Credit Bank and the Learning Outcomes Accreditation Service System should consider how to get through the last kilometre in implementing the credit bank work, ensure the work is detailed and effective, and the staff is kept occupied. Against the background of the reform of the national vocational education "1+X" certificate system, the OUC will take the implementation of this system as an opportunity and take measures to fully revitalise the existing resources of the Credit Bank in the process of system promotion, including the framework, alliances, standards, information platforms, and service systems, in which each sub-centre, especially local sub-centres, should consider how to play its role. The sub-centres should also try their best to combine local conditions and existing resources, creatively promote the work of the Credit Bank, and win projects among the continuously emerging social needs. The entire service system needs to have a clear division of labor, give full play to the advantages of various regions and industries and the subjective initiative of everyone involved, develop the Credit Bank into an effective system and famous brand, and increase the business volume for the accreditation service system and help it become effective.
Yan Xiaoping, executive deputy director of the Credit Bank, gave a report entitled "Thoughts on the Implementation of the"1+F"Certificate System in the OUC", focusing on the background of implementation, the path and model for the implementation of the "1+F" certificate system in the OUC, the problems that need to be studied, and the ideas and specific measures to promote it.
The Petroleum and Chemicals sub-centre and the Dalian sub-centre shared their respective initiatives and ideas in promoting their construction as representatives. Relevant personnel from the OUC Credit Bank (Learning Outcomes Accreditation Centre) summarised the progress of the work of the learning achievement accreditation service system in 2018, demonstrated the new functions of the information platform of the credit bank in terms of its connection to the "three systems", introduced the basic requirements of the project management and mutual recognition alliance of learning outcomes of the Credit Bank, the method and path of the establishment of the accreditation units, and gave a brief on the establishment of special projects aimed at the accreditation service system, the collection and selection of papers, and the ideas and requirements for the construction of a think tank research platform.
Lu Yumei, deputy director of the Credit Bank, deployed the work of the accreditation service system in 2019. She said that the routine work of the accreditation service system should focus on scale, highlights, and practical results, including: credit bank account establishment and learning results storage, accumulation, and conversion; access and withdrawal of learning results from accreditation sub-centres (accreditation points); the construction of entities within the learning results accreditation service system; and the improvement and publication of relevant systems. At the same time, we should work in an innovative way, encourage and mobilise enthusiasm, and jointly promote the construction of the OUC Credit Bank in accordance with the spirit of the Work Programme for the Reform of Credit Bank Construction in Vocational Education. Some pilot work can be entrusted to qualified, competent sub-centres, including the pilot programme for the integration of professional certificates and documentary evidence, and cooperation with regional technicians and technical schools to carry out the pilot programme of the integration of certificates and documentary evidence, cooperation with regional secondary and higher vocational colleges to carry out pilot work on vertical integration between secondary and higher vocational colleges and undergraduate programmes, and using the Credit Bank to develop online course sharing and prerequisite course pilot programmes.
Since its establishment in 2012, the Credit Bank has been focused on the two projects set up and commissioned by the Ministry of Education (Pilot Programme for the Accreditation, Accumulation, and Conversion of Learning Outcomes in National Continuing Education and Teachers' Lifelong Education Credit Bank Construction Project) and two other pilot projects (Pilot Programme of the Accreditation, Accumulation, and Conversion of Learning Outcomes in Continuing Education and Accumulation and Conversion of Learning Outcomes in Higher Vocational Education) and fruitful results have been achieved in theoretical research and practical application. Firstly, the OUC has collated relevant experience from more than 150 countries, including comparative studies of 15 typical countries/regions, and has drawn lessons from this international experience and combined them with China's national conditions based on the needs of the main body and formed a system model guided by the qualification framework (learning outcomes framework) and a "Framework + Standard" technical path. Secondly, it has developed a framework of learning outcomes that can be used to classify and manage learning outcomes, which is the first of the kind in China. Thirdly, it has designed a complete credit banking system framework with a learning outcomes framework as its core. Fourth, it has developed a series of tools and methods with independent intellectual property rights. Fifth, an accreditation service system for learning outcomes throughout urban and rural areas has been established and seventy sub-centres (accreditation points) have been set up in China, covering 31 provinces, cities, and regions and 20 industries. Sixth, a credit bank information platform has been developed to support billions of users in opening accounts, accumulate, and transform learning results. Seventh, a mutual recognition alliance for learning outcomes composed of a total of 30 companies from various industries and colleges has been established. Eighth, several accreditation units of related positions in more than 10 industries and some conversion rules have been developed. After many years of efforts, credit bank construction has had extensive social impacts and its related achievements have won first prize in the national level teaching achievements of vocational education in 2018.
