From 14-15th June 2018, the OUC working conference on teaching resource configuration and application was held in Shaoxing, Zhejiang province.

Vice president of the OUC Li Linshu attended the conference, along with more than 150 people including the heads of the Learning Resources Department, the Quality Supervision and Evaluation Centre, the Education Research Institute, the Faculty of Agroforestry and Medicine, the Experimental School, and the Information Technology Department. The leaders of 43 branches and five affiliated schools and working personnel in teaching resource configuration and application also attended the working conference.

The conference was presided over by general manager of the OUC Press Media Group Kuang Guiqiu and deputy general manager Wei Peng. Vice president of the Zhejiang branch Lu Wenhui delivered a welcome speech.

Vice president of the OUC Li Linshu delivered a themed report, setting a clear direction for how to continuously promote teaching resource configuration and application in the process of OUC's system transformation and development, and provide support and guarantees for teaching reform and resource construction.

Li Linshu pointed out that the configuration and application of teaching resources is an important part of the OUC’s system and its overall management work. Teaching resource configuration and application work must be carried out in a comprehensive and orderly way by focusing on the transformation and upgrading of the OUC system, the overall mission, and the development of the system. By transforming the system structure and method of governance, the OUC has gradually formed a co-built, co-governed, equal, and open school running system. It has optimised the configuration of teaching resources and application through technical means and a technology-based teaching model, with considerations of structural reform at the supply side.

Li Linshu has put forward three suggestions for the teaching resource configuration and application work. Firstly, analyse from the source and accurately grasp the changes of resources; conduct an in-depth study of its changes from concept/connotation to type carrier; effectively promote the construction of a tutor team in each branch through the configuration and application of teaching resources, enhancing their capability and fully exercising the due role of academics. Secondly, sort out and identify the status quo; strengthen the study of resources; focus on the need for "Six-Network Integration" reform; make course learning and autonomous learning the centre; make flexible selection and convenient access the premise; make burden reduction and efficiency assurance the goal of innovation; explore a new way of setting up the OUC system resource configuration, and accelerate structural reform at the supply side. Thirdly, establish a sense of ownership and work together to establish and improve the resources system; establish a platform for information exchanges and services and formulate a special work linkage process; set up a multi-channel closed-loop control mechanism for ensuring the quality of resources to guarantee the service quality of resource construction application; and establish a time-responsive docking channel and comprehensive control mechanism to continuously improve the service level and system.

Deputy editor-in-chief of the OUC Press Media Group Feng Lin and deputy general manager Zhang Tun and Wei Peng gave a report on the group’s academic services, the construction and application of digital textbooks and audio-video publications, and the release of OUC textbooks.

Vice president of the Xi'an branch Zhao Liling, Chief Accountant of the Hunan branch Cheng Jinglian, and Liu Zhenqiang from the Guangzhou branch were also invited to make a speech at the conference.

During the group discussion session, the participants were divided into four groups and talked about the configuration and reform of teaching resources, the practical application of teaching resources, and the construction of a digitial, information-based teaching resource platform.

General manager of the OUC Press Media Group Kuang Guiqiu gave a summary at the conference. He said that in late 2017, the OUC Press, OUC Multimedia Press, and Distance Education in China, under the overall requirement of establishing the Press Media Group, set up the OUC Press Media Group, with the model of three independent institutions as one but with the same teaching staff and unified properties. The Press Media Group has achieved basic integration in terms of organisational structure, staffing allocation, and business integration. It has also provided a new opportunity for the Group's transformation and development. In the future, the transformation of the Press Media Group needs to continuously expand new business and create new market space.

General manager Kuang Guiqiu stressed that the Group should first consolidate its basic business model and continue to make high quality and high standards its goal in order to support OUC education teaching reform and resource construction. It should constantly improve the quality of its books, strengthen process monitoring, and establish a good brand image. In addition, it should further strengthen service awareness, have a definite goal, and make full use of technological means to improve the satisfaction, comfort, and coziness of the service targets with its diverse resources and perfect service system.

Finally, he pointed out that the survival and development of an enterprise depends on its strength. In the future, the Press Media Group plans to establish branches, fund academic publications, strengthen digital and integrated publications, subsidise teaching materials to students in poor areas within a certain range, and better fulfil the historic mission granted to it by the OUC and the whole OUC system. In view of the constructive opinions and targeted suggestions for the configuration and application of teaching resources proposed by the participants of the conference, the Group will employ enthusiastic staff who are passionate about publishing to do pragmatic publication causes, make concerted efforts to benefit each other, and jointly create a better tomorrow.
