An accreditation unit workshop on the logistics industry and a launch meeting for the "Pilot Programme for the Accumulation and Transfer of Learning Outcomes in Higher Vocational Education” for Logistics Management was convened at the China Federation of Logistics and Purchasing (CFLP) on 26th April 2018.

Guo Zhaoming, Director of CFLP’s Education and Training Department and Secretary General of the Teaching Instruction Committee for National Logistics Vocational Education; Lu Yumei, deputy director of the Credit Bank (Learning Achievement Certification Centre) of the Open University of China (OUC); Hao Jinghua, Manager of China Merchants Logistics Holding Ltd’s business development department; Chen Zhixin, vice dean of the business school, Ningxia Polytechnic; Fu Qi, Dean of the Logistics Management School, Shaanxi Business College; Sun Jie, vice dean of the College of Intelligent Manufacturing and Services, Shandong Institute of Commerce and Technology; and other leaders and experts attended the meeting.


More than 20 representatives from member units, including the OUC Credit Bank Applied Research Institute and Standards R&D Department, Xiamen City University, Guangdong Open University, Shandong Institute of Commerce and Technology, Beijing Polythechnic, Ningxia Polytechnic, Shaanxi Business College, the Pilot Logistics Programme Team for Learning Outcomes Accreditation, Accumulation, and Transfer in Continuing Education, the Ministry of Education (MOE), and the pilot logistics management programme team for the accumulation and transfer of learning outcomes in higher vocational education, attended the meeting.


Guo Zhaoming, director of the CFLP’s Education and Training Department, addressed the meeting on behalf of CFLP and the Teaching Instruction Committee for National Logistics Vocational Education. He explained the importance of the credit bank to logistics from the perspective of the strategy of the national lifelong learning system, the training of personnel in the logistics industry, and the construction of logistics majors in colleges and universities.

The OUC Credit Bank Standards R&D Department introduced the procedures and requirements for accreditation while the pilot logistics project team of MOE’s credit bank reported on the progress of the project and the compilation of an authentication unit for logistics. The experts discussed the logistics certification units submitted by the project group, and put forward comments and suggestions for the functional division, content, evaluation standards, credits, grade setting, and follow-up application. Lu Yumei, deputy director of the OUC Credit Bank, gave a speech on behalf of the expert group, who unanimously agreed that the logistics accreditation units have been compiled according to the requirements of the "framework + standard" of the Credit Bank. In addition, they agree that the composition of the compiling team and the compilation process is in conformity with standards, and the results submitted are complete and meet the review requirements.


The "Pilot Programme for the Accumulation and Transfer of Learning Outcomes in Higher Vocational Education" for Logistics Management was also launched at the meeting and discussions were held. Dr. Lin Zhaopeng, leader of the logistics management major at the business studies department of Xiamen City University, gave a brief overview of the project and the project objectives, tasks, division of labor, and future work plans by the project member units were discussed.


In 2017, the MOE commissioned the OUC to carry out a pilot programme for the certification, accumulation and conversion of learning outcomes in continuing education. Thirty organisations, including the CFLP and the Information Security Level Protection Centre of the Ministry of Public Security, became the MOE pilot units. The pilot projects helped to establish top level design, technical pathways, and tools and methods for the certification of continuing education. A system for the accumulation and transfer of learning achievement will be further verified and improved, so as to lay a foundation for the construction of a national credit bank.


In order to further promote the construction of the credit bank, the MOE commissioned the OUC to carry out pilot work on the accumulation and transfer of learning outcomes in Higher Vocational Education in accordance with the spirit of the Notification of which Organisations will Undertake the Innovation and Development of Higher Vocational Education (2015-2018) published by the MOE. The leading organisations for the pilot project for the accumulation and transfer of learning achievements in higher vocational education are the CFLP and the National Logistics Vocational Education and Teaching Instruction Committee. The leader of the pilot project is Xiamen City University. Along with the development of the pilot work, the achievements in the pilot continuing programme can be applied to the pilot work of Higher Vocational Education (certification units) in order to realise horizontal communication and longitudinal connection between different types and levels of learning results, thus building a lifelong learning "bridge" in the logistics industry.
