The Zhejiang Branch of the Open University of China (OUC) recently held a 2020 Yangtze River Delta Regional Credit Bank Construction and Learning Outcome Certification Forum with the theme of “Integration · Connection · Unimpeded Access.”

Ye Hong, president and deputy secretary of the Party Committee of Zhejiang Branch, attended the meeting and delivered a speech. Zhang Yue, director of the Vocational and Adult Education Department of Zhejiang Provincial Education Department, was invited to give a speech. Over 130 people, including leaders, heads of the credit banks, and related staff from Radio and TV Universities in the Yangtze River Delta region, experts on lifelong education, and persons responsible for the branches of the credit banks and the application of non-degree certification courses in the whole province, participated in the forum. More than 300 people from the Credit Bank service system took part in the live forum via online means. The forum was presided over by Lu Wenhui, vice president and member of the Party committee of the Zhejiang Branch.

 

Ye Hong introduced the work the Credit Bank has done to build a system, gather data, and establish channels for lifelong education in Zhejiang Province since its establishment by relying on the open university and community education system. He pointed out that in order to address the difficulties that exist in the construction of the Credit Banks, such as insufficient top-level design, lack of qualifications framework, inconsistent standards for recognition of learning achievements, and lack of motivation for achievement transfer, it is necessary to start by promoting practical exploration, make coordinated efforts to promote the construction of credit banks in the Yangtze River Delta, and establish a lifelong education system for the new era. It is also important to strengthen statistical analysis and make good use of the big data created by the learning achievements of the credit bank platform, so as to serve the reform of the education supply side and provide appropriate education for people in need.

During the meeting, a number of experts, including Zhang Weiyuan, honourary president and professor of the Lifelong Education Research Institute of the Zhejiang Branch, Yan Xiaoping, executive deputy director and researcher at the OUC Credit Bank (Learning Outcome Certification Centre), Wang Hong, vice president and researcher at Shanghai Open University, and Kan Haibin, Professor of Fudan University, were invited to give lectures about the construction of the Credit Banks, as well as learning outcome certification.

In the afternoon, the representatives also attended a seminar on course certification for non-degree education (social training programmes) and a meeting on the promotion of blockchain technology application in the credit banks of open education in the Yangtze River Delta region.

The forum, based on the implementation of the spirit of the Fourth Plenary Session of the 19th CPC Central Committee, the Outline of the Yangtze River Delta Regional Integration and Development Plan, and the Action Framework of China Education Modernisation 2035, as well as the current situation of national vocational education reform, discussed how to deal with new goals, new situations, and new challenges, and improve the credit bank system and the learning achievement certification system. The overall goal is to promote the integration of all kinds of education and training programmes at various levels, the connection of the credit banks of different regions and types, and unimpeded access to the certification and transfer of learning achievements, which are of practical significance to the transformation and development of the credit banks.
