Li Hezhong is a professor and a doctoral supervisor. He is dean of the Department of Public Management, School of Political Science and Public Administration, Wuhan University. He has published about 40 professional papers, and nine copies of professional works (editor for six of them and sole writer of three of them).

He is engaged in human resources development and management in public sectors and institutional study of state civil servant system.
