The Open University of China (OUC) started offering diploma education in economics and management through distance education in 1983. At that time, the division in charge was the Teaching & Research Division of Economics & Management under the supervision of the Liberal Arts Department. In 1985, the Department of Economics & Management was established. It was renamed as the Department of Finance & Economics in 1994 and in 2007 as the School of Economics & Management.

The School officers are Dean Ai Dali and Vice Dean Cai Yunjiao.

The School consists of 4 departments; the Department of Accounting, the Department of Business Administration, the Department of Finance, and the Teaching & Research Division of Economics.

Currently, the School has 21 full-time teachers, 5 internal part-time teachers and 12 external part-time teachers (who are from the state ministries and commissions involved in the joint education programmes), including 1 professor, 15 associate professors and 3 senior economists. Among the faculty members, one has a doctor's degree, 2 are doctoral candidates, and 6 have master's degrees. In addition, the School has engaged from other institutions of higher education a large group of experts and scholars with rich teaching and professional experience as course presenters and chief editors of its courses. The School has formed a well-structured team of teachers with advanced academic degrees, solid professional background, and strong capability in teaching and scientific research.

From 1983 to 1999, OUC offered only diploma programmes in economics and management. In the fall of 1999, OUC launched the "the Pilot Programme for Reform on Talent Cultivation Mode and Open Education of OUC" initiated by the Ministry of Education. Since then, it began to offer both diploma and degree programmes. At present, it offers 5 undergraduate degree programmes for students starting from the diploma: Finance, Accounting, Business Management, Economics (Economic-analysis orientation) and Logistics Management. It also offers six diploma programmes: Finance, Accounting, Business Management, E-Commerce, Tourism and Rural Finance. Altogether, it has a current enrollment of 260,423 degree students and 446,680 diploma students.
