Liu Shifeng is chief editor and chief lecturer of the OUC subjects of Database Application Technology (undergraduate) and Visual Basic Programming.

Liu is an associate professor and doctor, and an excellent lead teacher of Beijing Jiaotong University, as well as a member of the Supervisory Committees of Higher Vocational Education of the Ministry of Education on the Teaching of Computer Science in Higher Education Institutions. He had been deputy director of the Institute of Business Management and Information Systems in the School of Business Management, dean of the Department of Information Management, and assistant president in Beijing Jiaotong University. He is mainly engaged in works on scientific research, teaching and postgraduate training in information management and information systems. His major field of study is theories and approaches of information systems development.

Scientific research: in recent years Liu has taken charge of or participated in a number of studies on information systems development and information construction including "The study on the overall planning of railway information", "The overall planning of comprehensive railway budget management systems", "The overall management of railway accounting management systems", "The development of the production business management system of Guangzhou Xinsha Stevedoring Co., Ltd", "The development of the human resources management system of Guangzhou Xinsha Stevedoring Co., Ltd" and "Detailed design of the management information system of Guangzhou Port Group".

Teaching: Liu has offered several subjects successively for undergraduates and postgraduates, including Management Information System, Database Principles and Application, VB Programming, Computer Network Principles and Applications, Accounting Information Systems, Enterprise Resource Planning (ERP), and Information System Development Practice. He has also published several textbooks. Since 2001, he has acted as chief editor and chief lecturer of OUC subjects on computer science including Information Management Systems, Database Basis and Applications, Visual Basic Programming and Database Application Technology.
