Deng Xiaoping and the Establishment of the Radio and TV University
Thanks to Deng Xiaoping’s great initiative, amazing progress was made in the preparation for the establishment of the radio and TV university. On 6 February, 1979, China Central Radio and TV University (CCRTVU) together with 28 provincial level radio and TV universities declared their establishment and their grand opening ceremonies were held after a just over a year of efficient preparation efforts.

From 6th February 1979 when China Central Radio and TV University (CCRTVU) was established to July 2012 when the Open University of China (OUC) was unveiled, the radio and TV universities (RTVUs) have grown larger and stronger.
A New Type of University: the Establishment of the Open University of China
On 31st July, 2012, the Open University of China (OUC) was officially inaugurated at the Great Hall of the People in Beijing. Liu Yandong, member of the Political Bureau of the CPC Central Committee and state councillor, unveiled the OUC and delivered an important speech entitled Striving to Successfully Run an Open University with Chinese Characteristics.

Pull together Strengths from the OUC System to Facilitate Transformation and Development
From 12-13 May, 2017, a working conference on the preparation of the OUC Council was held in Nanning, Guangxi Province. The participants reviewed the work report, and had a heated discussion on how to promote the construction of the Community, how to prepare for the Council, improve the OUC Charter and the Council Charter.
Stay True to the Mission and Move Forward
During July 6 and 7, 2016, a working conference on the OUC’s development was held in Hefei, Anhui Province. The conference comprehensively summarises construction progress at the OUC, discuss the overall idea, key emphasis, and main measures related to OUC construction during the 13th Five-Year Plan period.
RTVU System Engages in Coordinated Development and Achieves Brilliance in Open Education
From 23rd-24th September 2012, the Seminar on the OUC Construction and National RTVU Party Secretary and President Conference was held in Beijing. Vice minister of the MOE Du Zhanyuan was present at the conference and delivered an important speech.

2020: An Open University System with Chinese Characteristics Takes Shape
By 2020, an open university system with Chinese characteristics should have taken shape. By that time, modern information technology application will be more mature, high-quality education resources will be richer, learning conditions will be more advanced, the learning system will be more flexible, and the school running system will have improved. In this way the university can meet diverse learning demands, providing important support for a learning-oriented society and an important guarantee for human resource development.
Common Responsibility: Run Open University Well
OUC president Yang Zhijian delivered a key-note report titled "Common Responsibility", which comprehensively illustrated the connotation of common responsibility from four aspects including school community, supply-side structural reform, six-network integration model, online teacher team etc.
A School Running Community that Covers the Urban and Rural Areas in China
The OUC community has taken shape and adopted a "unified brand, standards, platform, management, and evaluation" according to the working principles of "voluntariness, equality, cooperation, and win-win results" and the principle of "co-negotiation, co-construction, co-management, sharing, and win-win results" in order "exercise its role and give full play to its advantages." It has built a school operation community that features intensive group-running, with diverse bodies, the integration of "regions, industries, and enterprises", to realise co-construction, co-management, and sharing, and covering urban and rural areas across China.

OUC Obtains the Authority to Confer Bachelor’s Degrees
The Open University of China started the work of applying for approval of Bachelor’s degree-granting to Beijing Academics Degree Committee (BADC) in 2013.In June 2016, the BADC convened an expert seminar to review and approve OUC’s twenty-six undergraduate majors with the right to grant Bachelor’s degrees.
Build Teaching Staff and Ensure Teaching Achievements
As of the end of May 2017, the OUC has held 86 workshops for backbone tutors in the school system, greatly boosting the quality of the teaching staff in the school system.

A Comprehensive Reform Plan to Advance OUC Development
The OUC had made plans and explorations in line with the OUC Construction Plan approved by the Leading Party Group of the MOE, and polished a concise "1314 Project" to advance the plan in an all-round way. New progress had been made in all jobs and a solid foundation had been laid for the advancement of the OUC’s reform and development.
