Training Objectives and Standards

This programme is designed to get students to grasp necessary knowledge on computer information management and the relevant management positions; to foster senior skilled professionals with ability in basic computer operations and computer information management application as well as computer information management and applications adapted to key management position.

The programme requires the graduates to be:

  • Skilled in basic computer operations;
  • Skilled in using office software;
  • Able to collect, classify, sort out and analyze information;
  • Equipped with the ability to use database application systems;
  • Equipped with the ability to get engaged in positions of information management and applications related to computer information management;
  • Equipped with the ability to get engaged in positions of similar professions and start businesses adapted to the change of positions.

Duration of Study and Graduation

The course uses a credit-based system. Credits received within 8 years of registration are valid. The Open University of China (OUC) has designed this as a two-year part-time study course.

The minimum number of credits required for graduation is 76. Graduates obtaining the required number of credits are awarded a nationally recognised diploma certificate of higher education, which is e-registered by the Ministry of Education (MoE).

Future Careers

Graduates will be suitable for jobs in:

  • Positions in information systems management, maintenance and use in the IT section of enterprises or institutions;
  • Positions making use of computer information system aids to manage related affairs and handle business;
  • Other related positions.

Teaching Methods and Media

Learning support services are provided for learners' autonomous learning by making use of instructional technology of modern distance education.

Centralized tutorials are given for the key points and assignments of the subjects, as well as experiments and practicals through diversified teaching media including printed materials, audio-visual materials, CAI courseware, IP courseware, live classes and online courses in an effort to train the students' ability in both independent and collaborative study. Face-to-face tutorials, correspondence tutorials, online tutorials, BBS, email, telephone, two-way video conferencing systems and live television teaching are used to provide learner support.

Teaching Management

  1. The course includes compulsory subjects, optional modules, and practicals.
  2. The compulsory subjects offered by the OUC employ the uniform syllabus, teaching materials, examinations and standards of marking. Centralized tutorials and teaching and examination inspections are adopted for compulsory subjects to strengthen the management of the teaching process.
  3. Regarding the optional modules, it is up to the local RTVUs to make their selections when they draw up their teaching plans. It is up to the local RTVUs to offer independent optional modules in line with training targets and local needs, and they are in charge of syllabus, teaching materials, management and examinations.
  4. It is up to the local RTVUs to organize and implement pre-graduation practicals which include the specialized practical "Course Design of Database Application", "Integrated Practicals of EPR" and graduation practical. Pre-graduation extensive practicals cannot be skipped.
  5. At least 8 weeks must be arranged for the graduation design with the focus on training the students' ability in solving practical problems with integrated knowledge and skills learned. The choice of topics shall conform to the training objectives and topics in connection with practical tasks should be chosen to the best of the students' ability.
  6. Some subjects in the teaching plan of the programme are combined with certification of job qualification.

Enrollment Target

Students must have an education background at or above senior middle school, vocational high school, polytechnic school or technical school. Students with an education background above junior middle school can enroll in subject study.

Steps and Requirements for Teaching

Induction:

As induction, the students shall be organized to watch the TV live class Entrance Guide for Open Education uniformly offered by the OUC to get the students to learn about the learning method of distance education, to familiarize themselves with learning support service systems and to form good study habits for doing well in the course. At the same time, the students should study the subject Guide for Information Management (Associate Degree) to learn about its frame, features, study mode and study methods.

Teaching Method:

The organization form of "equal emphasis on students' individualized study and teachers' face-to-face tutorial and practical tutorial" is adopted for the programme. At the same time, the students' cognitive level and existing knowledge, skills, experience and interests are taken into full consideration, and the multi-media teaching resources are utilized to give centralized tutorials on key or difficult points, major assignments, as well as experiment and practicals in an effort to train the student's ability of autonomous study and collaborative study.

The OUC chief lecturers and course leaders are responsible for giving lectures, tutorials and Q and A for the subjects. Tutorial teachers in each pilot unit will make arrangements for subject teaching, build up teaching resources, conduct centralized tutorials, Q & A, assignment correction, experiments and practicals, and give the OUC timely feedback on general issues in the students' study.

Principles and Framework of Teaching Plan

Principles of teaching plan for the course are as follows:

  1. To take the training of basic vocational skills as the main line in an effort to improve the related occupational quality.
  2. To take the needs of the enterprises and institutions as the fundamental principle and to take the improvement of practical skills as the orientation.
  3. To make timely adjustment of the curriculum through the cooperation of schools and enterprises so as to highlight new knowledge, technology, processes and approaches in an effort to stay adapted to the changing needs of the IT industry.
  4. To establish various teaching resources with IT vocational education trends and features of modern distance education according to actual development; to develop and popularize comprehensive task-oriented case subjects and teaching materials in close relation with IT technology development and applications.
  5. To make full use of new technology to provide an individualized teaching platform and learning environment for students' active open learning.
  6. To realize the integration of education with a record of formal schooling and qualification certification.
  7. The mode of integrating education with a record of formal schooling and qualification certification in training senior skilled professionals so that the students can get academic certificates as well as the relevant vocational qualification certification at the same time.
  8. The mode of getting the commitment of both full-time and part-time teachers is adopted to train skilled professionals. Full-time teachers should study and work in IT enterprises. Extra attention should be made to the invitation of professional technicians with rich practical experience to be part-time teachers. Qualified IT enterprises are encouraged to hold training classes for specialized teachers, to accept teachers in practicals and to provide technical materials, so as to continuously help the teachers renew their specialized knowledge and improve their specialized skills. Teachers should get adapted to the needs of the teaching mode to be designers, mobilizers and councilors of the learning process in the course of teaching.

Curriculum:

  • In accordance with the needs of specialized vocational skills, the subjects are divided into compulsory subjects (including public foundation subjects, specialized foundation subjects, specialized subjects and practicals) and optional modules (extension modules).
  • Theoretical knowledge focuses on application with its contents in close relation to the requirments of core specialized ability and the priority on practical application. Skill training is mainly about technical training of core specialized ability and of practice; the relevant vocational qualifications or relevant certificates must be obtained.
  • As regards teaching arrangements, most of the public foundation subjects and specialized foundation subjects (Guidance to Computer Science and Introduction to Computer Applications for the first term and Introduction to Practical Network Techniques for the second term) and part of the specialized subjects (Information Management Systems for the first term, and Foundation and Application of Databases and Web Page Design with Dreamweaver for the second term) will be arranged in the first school year. The focus for the second year is the cultivation of vocational technical capacity. Besides the study of specialized subjects (Information Management and Operation and ERP Principles and Applications) and specialized skill practicals, a number of optional modules will be added to strengthen the professional focus.

Curriculum and Explanation

The teaching plan of the programme is arranged for two-year study and compulsory subjects and optional modules are arranged in the schedule of teaching plan.

  1. The public foundation subjects, specialized foundation subjects and specialized subjects are offered by the OUC, employing unified syllabus, teaching materials, examinations and standards of grading. To strengthen the training, most of the uniformly offered subjects consist of the two parts of theoretical knowledge and course practicals.

  2. The optional subjects are for local RTVUs to choose when they make teaching plans for implementation. The local RTVUs can also offer some independent subjects in line with training targets and local needs, and the local RTVUs are in charge of teaching materials, teaching management and examination of these independently offered subjects. It is up to the OUC to provide teaching resources like the syllabus, multi-media teaching materials and examinations for unified subjects.

  3. The pre-graduation practicals include the three items of course design of database applications, ERP practicals and graduation design. All of them must be completed and will be organized for implementation by the OUC. The pre-graduation practicals cannot be skipped.

Multimedia Teaching Resources and Learner Support

Multimedia Teaching Resources

Multimedia teaching resources for compulsory subjects and some of the optional modules with united services provided mainly include printed materials, audio-visual materials, CAI courseware, online resources, and online courses.

  • Printed teaching materials: Most of the printed materials for the programme are new resources and the contents are divided into basic theoretical knowledge and practice. Basic theoretical knowledge pertains to the teaching of basic knowledge and theory with the focus laid on case teaching, task-driven teaching and autonomous study suitable to the students. The practice is in close relation with the contents of foundation knowledge and practical basic skills and comprehensive capacity are given to the students according to their knowledge levels. The students’ ability to analyze and solve problems in related work is trained accordingly.
     
  • CAI courseware: CAI courseware (stand-alone edition and online edition) are in close relation to the printed teaching materials, which mainly include practice, explanation of focal points and difficult points, exercises and self-testing. Efforts are made to make teaching designs in a multi-leveled and multi-perspective way so as to provide tailored and interactive channels of study for the students.
     
  • IP courseware: Excellent teachers from higher education institutions and senior experts in the information management field with practical experience are chosen and invited to act as lead teachers. The contents of IP courseware include tailored tutorials, final term reviews and the latest technological development of the subject and other information. IP courseware may be provided to the school network server of local RTVUs for use by way of disks, network, and satellite IP data transmission.
     
  • Online courses: Online courses will be set up according to actual needs when conditions permit.

The OUC is in charge of the teaching evaluation for open education in the RTVUs nationwide, and the provincial RTVUs are in charge of the teaching evaluation for open education in their own areas.

Learner Support System

  • Teaching platform: Teaching support is provided through the OUC distance teaching platform and individualized study platform based on the integration of mobile communication and internet technology.
     
  • Teaching services: Teaching information, teaching requirements, teaching progress, example explanation, tutorials, keys to assignment and keys to questions raised in the students’ study are provided. Discussion on study is made through online forums to make up for the insufficient interaction between teachers and students in distance teaching, providing an environment of autonomous online study and individualized teaching for the broad mass of teachers and students. The OUC course leaders and chief lecturers will give organized regular live Q & A online.
     
  • Distance tutorials: The chief lecturers will conduct centralized tutorials for the subjects in the form of live classes or live online broadcasting. The distance tutorial will explain key or difficult points, thoughts on study and study methods, and explanation will be made on keys to general questions appearing in the students' study. Students and teachers in each pilot RTVU can ask and answer questions by phone and email.
     
  • Face-to-face tutorials: Full-time or part-time tutors in each unit should choose a time convenient for the students to gather for centralized face-to-face tutorials and answering questions. Opportunities for practical training should also be provided for the students at the same time as the centralized face-to-face tutorials. The tutors are expected to use flexible teaching methods of cases and task-driving, rather than giving systematic lectures in the face-to-face tutorials. The students shall be guided to use various teaching resources and share quality education resources.
     
  • Online Q & A: Chief lecturers, course leaders and tutors in each pilot RTVU will give the students real-time and non-real-time Q and A by way of email and online forums.
     
  • Teacher training: The OUC will hold teacher training for staff from RTVUs across the country at a regular base. The local RTVUs should organize the second level training for their teachers.

Modules and Certificates in Relation to Social Service

To ensure effective training, the programme will adopt the mode of subject provision and professional certification through discussion and consultation with the China Software Industry Association (CSIA). That is, other social learners can get credits for the related subjects ahead of time or sit in the related certification exams organized by CSIA, pay the corresponding fees and obtain the corresponding qualification certificates. After that, if they need to enter into the study of associate degree programme in RTVUs, they can be exempted from getting the credits of the related OUC subjects. Experiments and Practicals

The focus of the programme is the training of practical ability, and the proportion of class hours given over to practicals is large. All the pilot RTVUs should cooperate with local IT enterprises and higher education institutions to build labs and practical bases to guarantee experiments and practicals for each subject and meet the requirements of course design and graduation design for the students.

Examinations

  1. The subject examination includes the formative assessment and the summative assessment.
  2. Assignments for compulsory subjects will be arranged by the OUC, and the local RTVUs can give a small number of supplementary assignments based on individual circumstances. The experiments and practicals are organized and implemented in accordance with practice syllabus (or teaching requirements) specified by the OUC.
  3. The OUC will make irregular teaching and examination inspections respectively on the teaching and examination work of each pilot RTVU.

Graduation Design and Exemption

Graduation Design

The students must finish the course design and graduation design as required and write the graduation design report. The graduation design should prioritize the training of the students' practical ability for professional positions with the integrated use of the knowledge and skills learned, and presentations and reports need to be included in the graduation report. The OUC will make selective examinations on graduation designs in pilot RTVUs.

Exemption and Credit Substitute

Applications of exemption can be submitted to the unified required subjects in line with the qualifications of exemption, but the principles and regulations specified in "the OUC Administrative Measures on Subject Exemption" must be strictly followed.
