Training Objectives and Standards

This programme is designed to prepare students to be advanced skill-oriented specialized professionals who work at the forefront of production, technology, services and management in China's information industry. Students will be equipped with practical ability to engage in computer web page design and related areas.

The programme is oriented to the needs of the enterprises and institutions, and requires the graduates to be:

  • competent in using computers and new office software;
  • skillful in computer assembly and maintenance;
  • capable of web page design and production;
  • capable of keeping computer data security and risk prevention; and
  • applicable to career opportunities in similar fields and adaptable to occupational changes in terms of starting their own businesses.

Guide to Computer Science and Technology (Associate degree), Introduction to Computer Applications, Computer Systems and Maintenance, Introduction to Website Art Design, Computer Networks, Image Processing with Photoshop, Web Page Design with Dreamweaver, Flash Animation.

Duration of Study and Graduation

The course uses a credit-based system. Credits received within 8 years of registration are valid. The Open University of China (OUC) has designed this as a two-year part-time study course.

The minimum number of credits required for graduation is 76. Graduates obtaining the required number of credits are awarded a nationally recognised diploma certificate of higher education.

Future Careers

Graduates will be suitable for jobs in:

  • practical computer operations, instruction and maintenance in the IT departments of enterprises or institutions;
  • web page design and maintenance for websites;
  • network information editing and processing for websites;
  • network management and maintenance for websites; and
  • other related positions.

Teaching Methods and Media

The teaching method of "students' autonomous study supplemented by teachers' guidance" is adopted, and fixed study groups are formed for thematic discussion, course practicals and tutorials and Q&A given by the teachers.

Centralized tutorials are given for the key points and assignment of the subjects, as well as experiments and practicals through diversified teaching media including printed materials, audio-visual materials, CAI courseware, IP courseware, live classes and online courses in an effort to train the students' ability in both independent and collaborative study. Face-to-face tutorials, correspondence tutorials, online teaching, BBS, email, telephone, two-way video conferencing systems and live television teaching are used to provide learner support.

Practical teaching is strengthened, and "Integrated Practicals of Web Page Design" in the integrated practical and graduation design are organized for implementation by local radio and TV universities (RTVUs) as specialized integrated practical. Pre-graduation integrated practical cannot be exempted from study.


Curriculum and Teaching Management

  1. The programme includes compulsory subjects, conversion modules, optional modules, and practicals.
  2. Limited optional modules are compulsory specialized subjects and they are uniformly named by the Open University of China (OUC), with the same syllabus (or teaching requirements) and recommended teaching materials used to provide teaching service to the best of the OUC’s ability. At least one limited optional module must be chosen for the programme.
  3. Regarding the optional modules, it is up to the local RTVUs to make their selections when they draw up their teaching plans. It is up to the local RTVUs to offer independent optional modules in line with training targets and local needs, and they are in charge of syllabus, teaching materials, management and examinations.
  4. The subjects with experiments and assignments must be organized and completed by functioning teaching units according to requirements. Those who have done no experiments or failed the experiment cannot obtain the credits for the subject. The OUC will do selective examination on experiments (including major assignments) and daily assignments to guarantee the teaching quality.
  5. Students can choose optional modules from the list of General Optional Modules. They may choose cross-discipline modules, but credits for these must not be more than 10 percent of total subject credits.
  6. Local RTVUs are responsible for implementing the practicals according to the syllabus requirements. The graduation design should emphasize on the ability of resolving problems by applying the knowledge and skills they have learned. The items of the exam paper should be pertinent to the reality. The OUC is responsible for carrying out the random inspection on the graduation oral examination and graduation design instruction books. The practicals cannot be omitted.
  7. It is up to the local RTVUs to organize teaching. The students study independently with various study media by choosing the printed materials, audio-visual materials, live television classes, CAI courseware, computer network, email, and Q&A via telephone.

Teaching Characteristics


Students must have an education background at or above senior middle school, vocational high school, polytechnic school or technical school. Students with an education background above junior middle school can enroll in subject study.


Computer Network Technology takes application as its goal to establish an open course system adapted to the development needs of positions of IT industry network technology. The course is consisted of compulsory subjects and optional modules.

The compulsory subjects offered by the OUC employ uniform syllabus, teaching materials, examinations and standards of marking. Most of the unified subjects are made up of the two components of basic knowledge and practicals.

It is good to have enough theoretical knowledge for practical use. The practicals are mainly for technical training of core professional knowledge and professional practice, and students are required to get relevant vocational qualifications and related certificates to equip themselves with actual corresponding job ability at the time of graduation.

Teaching materials and examinations for individual subjects are in the charge of local RTVUs. As for the modules with unified services in the extension modules, the OUC will provide the service of teaching resources including syllabus, multi-media teaching materials and examination.

The three contents including the practicals of computer assembly and maintenance, course design (integrated practicals) and graduation design are included and required in pre-graduation practicals, which are organized and implemented by local RTVUs and cannot be skipped.


Teaching Preparation

Condition Preparation:

Teaching Staff:

  1. Full-time teachers of pilot RTVUs must have both an education background in computer science at or above undergraduate level and the practical work experience needed by the training objectives, with proficient professional English.

  2. Teachers of pilot RTVUs should participate in teacher training in the related subjects organized by the OUC.

  3. The pilot RTVUs are to build a comparatively stable part-time teaching staff with work experience in the IT industry by making use of the strength of local higher education institutions, enterprises and scientific research institutions.


Good campus networks are required for the offering of the course, including broadband internet access, equipment for satellite TV systems, audiovisual reading rooms, computer network classrooms (multimedia classrooms), computer laboratories, face-to-face tutorial classrooms and teaching practical base.

Teaching Resources Preparation:

  1. Experts are invited to act as subject lecturers and chief editors, and multimedia teaching resources for compulsory modules are organized in accordance with the OUC teaching resources plan, mainly including printed materials, audio-visual materials, CAI courseware, online resources, and online courses.

  2. For the non-compulsory modules, provincial radio and TV universities (PRTVUs)  shall invite related experts to design multimedia teaching materials in line with modern education technology theory and the OUC’s principle of open and distance education. Experts will organize teaching materials development, upgrade media integration in study and improve teaching results.

Teacher Training:

  1. Teacher training covers distance education theory, modern education technology, teaching and course design, teaching resources development, teaching support services, teaching management and teaching research.
  2. The OUC is mainly in charge of giving training to course coordinators for the specialized and compulsory subjects in the PRTVUs, while the PRTVUs are in charge of giving training to course coordinators below the provincial level, and other training.
  3. Training can be done by holding meetings or classes, as well as through networking, two-way video conferencing systems or handing out of training materials.

Teaching Research Activities:

In principle, at least one teaching activity for each course shall be organized by the OUC and PRTVUs each term.


Steps and Requirements for Teaching


The study mode of modern distance education requires that students change their past learning concepts and habits, and constantly train their ability of autonomous study. As induction, the students shall be organized to watch the TV live class “Entrance Guide for Open Education” uniformly offered by the OUC to get the students to learn about the learning method of distance education, to familiarize themselves with study support service systems and to form good study habits for doing well in the course. At the same time, the students should study “Guide for Computer Science Technology (Associate Degree)” to learn about its frame, features, study mode and study methods.

Teaching Mode

  1. The organization form of "equal emphasis on students' individualized study and teachers' face-to-face tutorial and practical tutorial" is adopted for the programme. At the same time, the students' cognitive level and existing knowledge, skills, experience and interests are taken into full consideration, and the multi-media teaching resources are utilized to give centralized tutorials on key points, difficult points, major assignments, as well as experiment and practicals in an effort to train the student’s ability of autonomous study and collaborative study.
  2. The study of computing knowledge and fostering of practical skills are focused on computer operations, and this spirit must run through the whole teaching arrangement process to fully ensure the students' a full grasp of computer operations and the practical ability in this field.
  3. The OUC chief lecturers and course leaders are responsible for giving lectures, tutorial and Q and A in teaching resources. Tutorial teachers in each pilot unit will make arrangements for course teaching, build up teaching resources, conduct centralized tutorials, Q & A, assignment correction, experiments and practicals, and give the OUC timely feedback on general issues in the students' study.

Distance Teaching

Teaching platform:

Teaching support is provided through the OUC distance teaching platform and individualized study platform based on the integration of mobile communication and internet technology.

Teaching services:

Teaching information, teaching requirements, teaching progress, example explanation, tutorials, keys to assignment and keys to questions raised in the students' study are provided. Discussion on study is made through online forums to make up for the insufficient interaction between teachers and students in distance teaching, providing an environment of autonomous online study and individualized education for the broad mass of teachers and students. The OUC course leaders and chief lecturers will give organized regular live Q & A online.

Distance tutorials:

The chief lecturers will conduct centralized tutorials for the courses in the form of live classes or live online broadcasting. The distance tutorial will explain key points, difficult points, thoughts on study and study methods, and explanation will be made on keys to general questions appearing in the students' study. Students and teachers in each pilot RTVU can ask and answer questions by phone and email.

Online Q & A:

Chief lecturers, course leaders and tutors in each pilot unit will give the students real-time and non-real-time Q and A by way of email and online forums.

Face-to-face Tutorials:

Full-time or part-time tutors in each unit should choose a time convenient for the students to gather for centralized face-to-face tutorials and answering questions. Opportunities for practical training should also be provided for the students at the same time as the centralized face-to-face tutorial. The tutors are expected to use flexible teaching methods of cases and task-driving, rather than giving systematic lectures in the face-to-face tutorial. The students shall be guided to use various teaching resources and share quality education resources.


The focus of the programme is the training of practical ability, and the proportion of class hours given over to practicals is large. All the pilot RTVUs should cooperate with local IT enterprises and higher education institutions to build labs and practical bases to guarantee experiments and practicals for each subject and meet the requirements of course design and graduation design for the students. Each pilot RTVU shall earnestly organize the students’ practicals and make strict checks. The OUC will formulate assessment standards and management methods on experiments and practicals, and the local RTVUS should also formulate the corresponding management provisions and make assessment files of experiments and practicals for the students. The OUC will give irregular examinations.


The subject examination includes the formative assessment and the summative assessment.

Assignments for compulsory subjects will be arranged by the OUC, and the local RTVUs can give a small number of supplementary assignments based on individual circumstances. The experiments and practicals are organized and implemented in accordance with practice syllabus (or teaching requirements) specified by the OUC.

The OUC will make irregular teaching and examination inspections respectively on the teaching and examination work of each pilot unit.

Graduation Design:

The students must finish the course design and graduation design as required and write the graduation design report. The graduation design should prioritize the training of the students' practical ability for professional positions with the integrated use of the knowledge and skills learned, and presentations and reports need to be included in the graduation report. Each pilot unit should strengthen management of the graduation design process, and the OUC will make selective examinations on graduation designs in pilot universities.

Exemption and Credit Substitute:

Applications of exemption can be submitted to the unified required subjects in line with the qualifications of exemption, but the principles and regulations specified in "the OUC Administrative Measures on Course Exemption" must be strictly followed.

Teaching Research Activities

The OUC plans to establish a central group of teaching research for the national OUC Computer Network Technology in the RTVU system. The functions of the specialized research central group are to conduct exchanges and communication on teaching at each local RTVU, to learn from each other’s experience, and to make up for each other’s deficiencies; to study any problems in the teaching of the programme, to give methods for resolution and to give direction on teaching.

When conditions permit, a large-scale teaching and research section covering the whole system will be set up to carry on teaching research activities for the module.


Teaching Evaluation and Inspection

Teaching Evaluation

Teaching evaluation include the evaluation of the teaching staff, facilities, activities, teaching process management and performance of schools.

The OUC is in charge of the teaching evaluation for open education in the RTVUs nationwide, and the provincial RTVUs are in charge of the teaching evaluation for open education in their own areas.

Teaching Inspection

Teaching inspection includes: the arrangement of teachers, teaching management personnel and technical personnel, and the implementation of training and responsibility; computer networks and distance teaching facilities, and the construction and utilization of facilities for experiment practicals; the development, allocation and utilization of multimedia teaching resources; reform of teaching methods and teaching management methods and their implementation; design of subject practicals and their implementation, and the design, implementation and examination of the final practical; the content, methods and implementation of teaching support services; the overall teaching process, the management system of the process and its implementation; and finally the examination site arrangement, examination implementation and assessment discipline.

Teaching inspection insists on the principle of integrating comprehensive evaluation with specialized evaluation, written material evaluation with on-the-spot investigation and online evaluation. RTVUs at each level will formulate teaching examination systems and take responsibility for organizing teaching examinations. The teaching examinations arranged by the OUC and PRTVUs will be organized for implementation respectively by the OUC and PRTVUs.

Teaching Feedback

Teaching feedback is a process of multi-way information exchange among teachers and students. It is an indispensable link to optimize teaching process, and to realize the harmonious unification between teaching and learning, and it runs through the whole teaching process.

As organizers, directors and participators of class teaching, teachers can learn how the students are getting along with their knowledge acquirement through teaching feedback. They can also test their teaching methods and teaching results. As such, they can adjust their teaching at all times according to the feedback information to facilitate the students' development.

Teachers at RTVUs should answer the students' questions via email, BBS, telephone, QQ and MSN in a timely manner, communicate with students and learn about their study, work and life.

Tour of Inspection for Teaching and Examinations

The OUC is responsible for making inspections of the teaching and examinations of each tutorial center, checking the implementation of teaching processes, examinations and the arrangement of graduation theses.
