Training Objectives and Standards

This course is designed to train specialized technical professionals equipped with skills and competence applicable to water resources management and the construction, operation, and management of hydraulic and hydropower projects.

Graduates should possess basic knowledge of humanities and social sciences; acquire the basic knowledge and skills in mathematics and a foreign language adapted to the course; obtain basic knowledge and skills in hydraulic engineering drawing and measurement, and be equipped with the skills related to water resources and hydropower.

Duration of Study and Graduation

The course uses a credit-based system. Credits received within 8 years of registration are valid. The Open University of China (OUC) has designed this as a three-year part-time study course. The minimum number of credits required for graduation is 76.

Graduates obtaining the required number of credits are awarded a nationally recognised diploma certificate of higher education.

Graduates will be suitable for work in enterprises and government institutions, such as local water administration, construction units, supervision units, pivot operation and water conservation management units.

Curriculum and Teaching Management

  1. The course includes compulsory subjects, optional modules, and the final practical.

  2. The compulsory subjects offered by the OUC employ uniform syllabus, teaching materials, examinations and standards of marking.

  3. Regarding the optional modules, it is up to the local universities to make their selections when they draw up their teaching plans. It is up to the local universities to offer independent optional modules in line with training targets and local needs.
     
  4. Regarding the subjects offered, the OUC will provide support in terms of syllabus, multi-media teaching materials and examinations. The local open universities are in charge of syllabus, teaching materials, management and examinations.
     
  5. Students can choose optional modules from the list of General Optional Modules. They may choose cross-discipline modules, but credits for these must not be more than 10 percent of total course credits.
     
  6. The experiment of the subject, the regular and major assignments will be organized by the OUC. The results of the regular assignments would be calculated as one part of the final performance of the subject.
     
  7. Subjects with relevant practical training can be taken as optional subjects if their practical trainings are not compulsory. But to get the credits of a certain practical training, its relevant subject must be selected at the same time.
     
  8. Each subject will have a formative assessment organised in accordance with the OUC requirements. Students should all participate in the final practicals. And those who fail to take the credits of the final practicals should not graduate from the programme.

  • Students

The students are mainly workers in the water resources field and ordinary young people.

  • Modules

    Major modules of the course (except foundation and generalized modules) are divided into three classes according to teaching characteristics.Professional foundation modules: Introduction to Architectural Drawing, Architectural Dynamics, Hydraulics, Water Resources Management, and Hydraulic Engineering Measurement. The study of these modules will equip the students with knowledge of dynamics, drawing, measurement, hydraulic calculation and hydrological computation, laying a foundation for the future study of specialized modules. Teaching should highlight basic principles and methods in the means of distance teaching based mainly on the relevant texts.
    Specialized subjects: Hydraulic Structures, Hydraulic Engineering Construction, Construction Project Management, Water Legislation and Administrative Law Enforcement, Water Project Management, Flood Control and Flood Fighting Technology, and Foundation on the Formation of Hydraulic Reinforced Concrete. Full use will be made of distance teaching methods, with the focus being on putting theory into practice.
    Practicals: the practicals include Hydraulic Engineering Drawing, Hydraulic Engineering Measurement, Water Resources Surveying, Hydraulic Structures, and Hydraulic Engineering Construction. Teaching will focus on practical training, with students expected to put into practice what they have studied.

Teaching Staff

  • Provincial Open Universities

    Each provincial open university should have one specialist in charge, each compulsory module should have at least one course coordinator, and each module offered by the provincial university should have chief lecturers and at least one course leader. At least two full-time teachers, who graduated in the same course or have at least three years of teaching experience in the same course, will be engaged in teaching.
    The specialist will have a senior professional title in the same discipline or a related discipline, or he must have a master's degree or above and over three years of work experience in a higher educational institution or research institute.

  • Tutorial Centers

    Each tutorial center should have at least one full-time teacher, who graduated in the same course or has at least two years of teaching experience in the same course, engaged in teaching.
    The full-time teacher will possess an intermediate professional title in the same discipline and over five years of work experience in a higher educational institution or have a master’s degree and over two years of work experience in a higher educational institution or research institute.

  • Basic Teaching Facilities

    Provincial open universities and tutorial centers will be equipped with various hardware support adapted to open learning, including audio-visual classrooms, multimedia, network and computer classrooms, language classrooms and classrooms for discussion and guidance; they shall also be equipped with software support for teaching and management, including a certain number of full-time administrative staff, complete teaching management system and methods, software for academic affairs management required by the OUC, and a complete set of teaching resources; they will maintain communications with the OUC and other tutorial centers.

Teaching Document Preparation

  • The formulation of training schemes for implementation programmes

    These are implementation teaching documents formulated by provincial open universities, in accordance with the OUC programme training schemes, and in combination with local economic and social development and students' needs.

  • Formulation of the Course Syllabus

    The course syllabus includes the syllabus outline, media applications and suggestions on teaching processes, and teaching contents and teaching requirements.

  • Course Assessment Outline

    Each subject will have its course assessment outline, which specifies the subject, methods, contents, requirements and test paper standards for assessment. It is a guidance document for study and assessment preparation.

Teaching Resources Preparation

  • Experts are invited to act as course lecturers and chief editors, and multimedia teaching resources for compulsory modules are organized in accordance with the OUC teaching resources plan, mainly including printed materials, audio-visual materials, CAI courseware, online resources, and online courses.

  • For the non-compulsory modules, provincial open universities shall invite related experts to design multimedia teaching materials in line with modern education technology theory and the OUC's principle of open and distance education. Experts will organize teaching materials development, upgrade media integration in study and improve teaching results.

Teacher Training

  • Teacher Training

    Teacher training covers distance education theory, modern education technology, teaching and course design, teaching resources development, teaching support services, teaching management and teaching research. The teachers are trained at different levels. The OUC is mainly in charge of giving training to course coordinators for the specialized and compulsory subjects in provincial open universities, while the provincial open universities are in charge of giving training to course coordinators below the provincial level, and other training. Before offering the subject, the OUC will organize teacher training for the newly offered subjects in the national open university system, and all course coordinators in charge and tutors engaged in the course of hydraulic and hydropower engineering and management in provincial open universities and tutorial centers shall participate in training. Provincial open universities shall provide tailor-made training for the tutors as well. The appropriate methods for teacher training can be properly determined according to the specifics of the situation. Training can be done by holding meetings or classes, as well as through networking, two-way video conferencing systems or handing out of training materials.

  • Teaching Research Activities

    In principle, at least one teaching activity for each course shall be organized by the OUC and provincial universities each term. The prefecture level and municipal open universities and tutorial centers shall organize course or subject research activities at proper occasions in accordance with the teaching needs.
    Teaching research activities shall be carried out according to plan, and the arrangement of teaching research activities shall, in principle, be publicized on the open university online distance teaching platform before each new term starts. Two weeks before the teaching research activities, organizers shall publicize the contents and requirements of the teaching research activities on the open university online distance teaching platform to facilitate the teachers' preparations for the activities.
    Various methods may be taken for teaching research activities and online activities.

Steps and Requirements for Teaching

  1. Induction: Entrance Guide for Open Education will be offered so that students can have a basic understanding of the teaching characteristics of distance education, its requirements and methods, curricula, course implementation and organization, requirements for practicals and student support, developing students ability to use computers and to obtain information and support online.
     
  2. Study Plan: Students will receive guidance in choosing their modules and designing a study plan. Since some subjects of the course are consistent, efforts will be made to guide the students to choose subjects according to the curriculum arrangement of the teaching plan. Practicals will be taken only after the study of the relevant theory subjects. Students will be given guidance in line with their training objectives in selecting the optional modules. Students will also be given help making a study plan to suit their individual situations, so as to ensure time for self-directed study.
     
  3. Distance Teaching
  • Teaching via Broadcasting and TV Stations:
    The OUC will provide audio-video teaching resources and transmit them to each tutorial center via satellites. Each tutorial center will receive and download the audio-video teaching resources through satellite apparatus, or organize the students to watch them, or make CDs for students’ use, or transmit them into VOD and make them available online for the students.
  • Online Teaching
    Documents for teaching and learning, the course design scheme, and texts of course tutorials of the OUC compulsory subjects will be put online before a new subject is offered. Related teaching and teaching research activities for newly offered subjects and rolling subjects for each term and the related tutorial at the end of each term will appear on the Internet. Online teaching for the subjects offered by provincial open universities will also be arranged.
  • Face-to-face Tutorials
    Full-time or part-time tutors in each unit should choose a time convenient for the students to gather for centralized face-to-face tutorials and answering questions. Opportunities for practical training should also be provided for the students at the same time as the centralized face-to-face tutorial. The tutors are expected to use flexible teaching methods of cases and task-driving, rather than giving systematic lectures in the face-to-face tutorial. The students shall be guided to use various teaching resources and share quality education resources.
  • Experiment/Practical
    In view of the practical nature of hydraulic and hydropower engineering and management, both subject practicals and the final practical training are arranged in the teaching plan. Provincial open universities shall formulate implementation rules for practicals according to the related OUC practical requirements.
    Subject Practicals: Subject practicals are formulated in line with the contents of related subjects and their required skills. If the paired practical of a module is optional, the students can choose to study the module and not take the practical. However, in order to obtain credits for any given practical, the paired theory module must also be completed.
    Final Practical: The final practical is a check and summary of students' overall study. Topics chosen for the final practical will be closely related to jobs in the hydraulic industry and will focus on development trends in the industry. The final practical is organized and implemented according to OUC requirements.
  • Assignment and Assessment
    Regular Assignment:
    At lease four regular assignments for each subject shall be given in line with the requirements of the teaching plan.
    Assignments for compulsory subjects will be arranged by the OUC, and the local open universities can give a small number of supplementary assignments based on individual circumstances. The other assignments will be given by course coordinators in local open universities by means of network or tutors. Regular assignments will be put into practice and checked by local open universities.
    Subject Assessment:
    The subject assessment includes the formative assessment and the summative assessment. The contents of the subject assessment will conform to the syllabus and mainly focus on the assessment of basic theory, knowledge and skills; the evaluation of students' ability to analyze and solve problems with the combined use of the theories and skills they have studied should also be taken into consideration.
    Formative Assessment:
    The results of the regular assignments are the results of the formative assessment. OUC teaching departments are responsible for designing formative assessment schemes for compulsory modules, while the provincial open university teaching departments are responsible for designing formative assessment schemes for the optional modules.
    Tutorial centers are responsible for the implementation of the formative assessment, the prefectural and municipal open universities are responsible for the preliminary examination of the formative assessment results, and the provincial open universities are responsible for the reexamination of the formative assessment results and implementation supervision. The OUC is responsible for inspecting the results of formative assessment. 
    Teachers or tutors charged with the formative assessment shall be employed by tutorial centers according to relevant regulations. Generally they will possess junior professional titles or higher, have some teaching experience, be familiar with the requirements and related regulations of open and distance education and understand the requirements of the formative assessment.
    Summative Assessment:
    The OUC and provincial open universities are in charge of formulating specifications about the compilation of summative assessment papers, answers and marking criteria for compulsory modules and optional modules. The test papers are compiled by special compiling groups. The OUC is in charge of the national assessment administration of compulsory modules and the provincial open universities are in charge of the provincial assessment administration of optional modules.

Teaching Evaluation and Inspection

  • Teaching Evaluation

    Teaching evaluation include the evaluation of the teaching staff, facilities, activities, teaching process management and performance of schools.
    The OUC is in charge of the teaching evaluation for open education in the open universities nationwide, and the provincial open universities are in charge of the teaching evaluation for open education in their own areas.
     
  • Teaching Inspection

    Teaching inspection includes: the arrangement of teachers, teaching management personnel and technical personnel, and the implementation of training and responsibility; computer networks and distance teaching facilities, and the construction and utilization of facilities for experiment practicals; the development, allocation and utilization of multimedia teaching resources; reform of teaching methods and teaching management methods and their implementation; design of subject practicals and their implementation, and the design, implementation and examination of the final practical; the content, methods and implementation of teaching support services; the overall teaching process, the management system of the process and its implementation; and finally the examination site arrangement, examination implementation and assessment discipline.
    Teaching inspection insists on the principle of integrating comprehensive evaluation with specialized evaluation, written material evaluation with on-the-spot investigation and online evaluation.

  • Teaching Feedback

    Teachers at open universities should answer the students' questions via email, BBS, telephone, QQ and MSN in a timely manner, communicate with students and learn about their study, work and life.

  • Tour of Inspection for Teaching and Examinations

    The OUC is responsible for making inspections of the teaching and examinations of each tutorial center, checking the implementation of teaching processes, examinations and the arrangement of graduation theses.

Teaching Research Activities

When conditions permit, a large-scale teaching and research section covering the whole system will be set up to carry on teaching research activities for the module.

Other

On the Graduation Certificate

  1. Students who meet the requirements for graduation are issued associate degree graduation certificates recognized by the state and submitted to the Ministry of Education for electronic registration.
  2. Graduation Certification Application and Issuance
    The students apply to fill in The OUC Graduation Application Form.
    Provincial open universities refer to the OUC the data of students qualified for graduation during and before January before June 15th, and that of students qualified for graduation during and before July before November 30th each year.
    The OUC issues graduation certificates to students qualified for graduation during and before January before June 15th, and graduation certificates to students qualified for graduation during and before July before November 30th each year.
    The OUC submits the graduation certificates issued in January and those issued in July to the Ministry of Education respectively in July and December of the same year for electronic registration.
