Training Objectives

The programme is focused on the training of engineering graduates engaged in the design, development and application of computer software and hardware oriented to grass-roots units.

Requirements of professional knowledge and ability:

  • A solid grasp of the basic knowledge and basic theory of the profession and the basic skills required for the design, development and application of software and hardware;
  • Knowledge of the development status and trends in science and technology within the profession and a strong ability to acquire knowledge and to analyze and solve problems;
  • A relatively good understanding of written English technological materials relevant to the profession.

Major Courses

Programming, Basic Mathematics for Computers, Data Structures, Techniques of Microcomputers, Principles of Signal Processing, Principles of Computer Organization, Computer Networks, Operating Systems, Introduction to Database Systems, Basis and Application of Multimedia Technology, Computer Architecture and others.

Length of Study and Graduation

The course uses a credit-based system. Credits received within 8 years of registration are valid. The Open University of China (OUC) has designed this as a three-year part-time study course.

The minimum number of credits required for graduation is 71.

Graduates obtaining the required number of credits are awarded a nationally recognised bachelor's degree certificate of higher education.

Future Occupations

The graduates can be promoted to positions related to software project design and technical section management. Possible future occupations include software architect, project manager and technical department manager.

Teaching Methods and Media

In accordance with the open professional training mode, the combined teaching mode of autonomous learning and tutorials, the teaching management mode of systematic and integrated operation mechanism of OUC professional training, the teaching mode of "students' autonomous study supplemented with teachers' guidance" is adopted instead of organized face-to-face class teaching in the traditional teaching mode in regular institutions of higher education, with comparatively fixed study groups formed for thematic discussion, course experiments, and participation in tutorials and Q&A sessions given by the teachers.

Centralized tutorial is given on the focus points, difficult points and assignment of the subjects, as well as experiments and practicals through diversified teaching media including printed materials, audio-visual materials, CAI courseware, IP courseware, live class and online courses in an effort to train the students' ability of independent and cooperative learning. Various forms and means like face-to-face tutorial, correspondence tutorial, online teaching, BBS, e-mail, telephone and two-way video conferencing system, and live television teaching are used to provide learner support.

The teaching of practicals is strengthened with its proportion at or above 40 percent of the total teaching plan. The integrated practical includes an integrated practical of software engineering and one of electronic commerce. Each provincial radio and TV university (PRTVU) should cooperate with local higher education institutions and enterprises to ensure the implementation and quality of practical teaching by making use of their teaching resources and bases.

Curriculum and Teaching Management

  1. The course includes compulsory subjects, conversion modules, optional modules, and practicals.
  2. The compulsory subjects offered by the OUC employ uniform syllabus, teaching materials, examinations and standards of marking.
  3. Limited optional modules are compulsory specialized subjects and they are uniformly named by the OUC, with the same syllabus (or teaching requirements) and recommended teaching materials used to provide teaching service to the best of the OUC's ability. At least one limited optional module must be chosen for the programme.
  4. Regarding the optional modules, it is up to the local RTVUs to make their selections when they draw up their teaching plans. It is up to the local RTVUs to offer independent optional modules in line with training targets and local needs, and they are in charge of syllabus, teaching materials, management and examinations.
  5. The subjects with experiments and assignments must be organized and completed by functioning teaching units according to requirements. Those who have done no experiments or failed the experiments cannot obtain the credits for the subject. The OUC will do selective examination on experiments (including major assignments) and daily assignments to guarantee the teaching quality.
  6. Students can choose optional modules from the list of General Optional Modules. They may choose cross-discipline modules, but credits for these must not be more than 10 percent of total course credits.
  7. Local RTVUs are responsible for implementing the practicals according to the syllabus requirements. The graduation design should emphasize on the ability of resolving problems by applying the knowledge and skills they have learned. The items of the exam paper should be pertinent to the reality. The OUC is responsible for carrying out the random inspection on the graduation oral examination and graduation design instruction books. The practicals cannot be omitted.
  8. It is up to the local RTVUs to organize teaching. The students study independently with various study media by choosing the printed materials, audio-visual materials, live television classes, CAI courseware, computer network, email, and Q&A via telephone.

Teaching Characteristics

Students

All the students for the course have received education at or above junior college in the national education system, the study is predominated in the form of part-time study of on-the-job adults, and the learners are generally required to have knowledge of science and technology.

Modules

  1. Compulsory Modules:
    There are 12 compulsory modules for the programme, with their contents covering public foundation modules, specialized foundation modules and major specialized modules. Seven of the specialized modules are centered on the basic theories, and all of them are matched with module laboratories to strengthen practicals.
    Through the study of the above modules, the students can have a solid grasp of basic knowledge and theories of the profession so as to grasp the necessary basic skills of computer application software, and the design, development and application of hardware; learn about the current developments and development trends of science and technology with the profession, and have a strong ability to acquire knowledge and some ability to analyze and solve problems; have the ability to read English technological materials with proficiency.
     
  2. Optional Modules:
    To get better adapted to the needs of the development of the information industry for different computer professionals and the characteristics of social and economic development, the following reference guide is given to the following optional modules.

    Network technology application: network planning and design, network operating systems, network communication technology, network programming, principles of network management and practice, website planning and design.
    Computer information management: management information systems and overview of electronic business.
    Software technology development and application: analysis and design of algorithms, object oriented programming technology, database design and practice, Web Services technology, and JAVA technology.
    Embedded systems development: overview of embedded systems, hardware design and implementation of concise embedded systems, principles and application of embedded real-time operating systems, and embedded software development technology and tools.
    Multi-media technology: multi-media technology basis, Image Processing with Photoshop, two dimension animation design and production, three dimension animation design and production, video post-production, game development and design.
     
  3. Conversion Modules:
    Based on the needs of non-computer junior college students of the programme, the two conversion modules "Introduction to Computer Science" and "Visual Basic Programming" are offered for these students. In principle, non-computer learners must study the conversion modules. If they have studied either of them, they can be exempted from the study of it.

Teaching Preparation

  1. Condition Preparation

    Teaching Staff
    The teaching staff is made up of full-time and part-time teachers from the RTVU system, teachers from cooperative institutions of higher education and subject specialists from regular institutions of higher education. Full-time personnel of the RTVU system form the base, while teachers from cooperative institutions of higher education and experts from regular institutions of higher education are the major force.
    Sixteen full-time teachers from the OUC are in charge of the 13 compulsory modules and conversion modules for the programme. Each compulsory module shall have at least one regular course leader with professional titles at or above associate senior levels, or at medium levels with master’s degree at the same time, and each teacher can take charge of no more than two subjects. Course leaders shall be key teachers for the discipline who have work experience, a strong sense of responsibility, ability of organization and coordination and familiarity with the characteristics of distance teaching and learning.

    The requirements for full-time teachers in PRTVUs are that there should be at least 3 full-time teachers with an educational background at (or above) undergraduate level in the discipline, of whom there should be at least 2 teachers with associate senior professional titles. The specialized teachers in charge must be at least associate professors or have received postgraduate education, and each compulsory subject must have its teachers in charge. They mainly undertake jobs on course study, teaching media construction and tutorials for distance education of the course.
    Part-time teachers invited shall have professional titles for the course at or above lecturer and teaching experience of the subjects taught. They must pass examinations given by local RTVUs before work.
     
  2. Experiment Facilities

    Facilities for course experiments must be provided, including good campus networks, broadband internet access, satellite TV systems, audio-visual reading rooms, computer network classrooms, computer laboratories, face-to-face tutorial classrooms, and bases for teaching practice.
    The PRTVUs shall build teaching homepage for the programme for the download of online text materials, emails, online tutorial and Q&As, browse video courseware, webcasts, online teaching research, and online teaching and learning.
     
  3. Basic Teaching Facilities

    PRTVUs and tutorial centers will be equipped with various hardware support adapted to open learning, including audio-visual classrooms, multimedia, network and computer classrooms, language classrooms and classrooms for discussion and guidance; they shall also be equipped with software support for teaching and management, including a certain number of full-time administrative staff, complete teaching management system and methods, software for academic affairs management required by the OUC, and a complete set of teaching resources; they will maintain communications with the OUC and other tutorial centers.
     
  4. Teaching Resources Preparation

    Experts are invited to act as chief lecturers and chief editors of the subjects, and multimedia teaching resources for compulsory modules are organized in accordance with the OUC teaching resources plan, mainly including printed materials, audio-visual materials, CAI courseware, online resources, and online courses.
    For the non-compulsory modules, PRTVUs shall invite related experts to design multimedia teaching materials in line with modern education technology theory and the OUC's principle of open and distance education. Experts will organize teaching materials development, upgrade media integration in study and improve teaching results.
     
  5. Teacher Training

    Teacher training covers distance education theory, modern education technology, teaching and course design, teaching resources development, teaching support services, teaching management and teaching research. The OUC is mainly in charge of giving training to course coordinators for the specialized and compulsory subjects in PRTVUs, while the PRTVUs are in charge of giving training to course coordinators below the provincial level, and other training. The appropriate methods for teacher training can be properly determined according to the specifics of the situation. Training can be done by holding meetings or classes, as well as through networking, two-way video conferencing systems or handing out of training materials.
     
  6. Teaching Research Activities

    In principle, at least one teaching activity for each course shall be organized by the OUC and PRTVUs each term. The prefecture level and municipal RTVUs and tutorial centers shall organize course or subject research activities at proper occasions in accordance with the teaching needs.
    Various methods may be taken for teaching research activities and online activities.

Steps and Requirements for Teaching

  1. Induction

    Entrance Guide for Open Education will be offered so that students can have a basic understanding of the teaching characteristics of distance education, its requirements and methods, curricula, course implementation and organization, requirements for practicals and student support, developing students' ability to use computers and to obtain information and support online.

    The following work must be done in teaching practice of each RTVU.

    Study plans: the courses of the programme has certain consistency in sequence, so the students should be guided to choose their subjects as arranged in the syllabus of the teaching plan to the best of their ability.
     
  2. Distance Teaching

    Teaching via Broadcasting and TV Stations:
    The OUC will provide audio-visual teaching resources and transmit them to each tutorial center via satellites. Each tutorial center will receive and download the audio-visual teaching resources through satellite apparatus, or organize the students to watch them, or make CDs for students’ use, or transmit them into VOD and make them available online for the students.

    Online Teaching:
    Documents for teaching and learning, the course design scheme, and texts of course tutorials of the OUC compulsory subjects will be put online before a new subject is offered. Related teaching and teaching research activities for newly offered subjects and rolling subjects for each term and the related tutorial at the end of each term will appear on the Internet. Online teaching for the subjects offered by PRTVUs will also be arranged.

    Face-to-face Tutorials:
    Full-time or part-time tutors in each unit should choose a time convenient for the students to gather for centralized face-to-face tutorials and answering questions. Opportunities for practical training should also be provided for the students at the same time as the centralized face-to-face tutorials. The tutors are expected to use flexible teaching methods of cases and task-driving, rather than giving systematic lectures in the face-to-face tutorials. The students shall be guided to use various teaching resources and share quality education resources.
     
  3. Experiments

    In light of the characteristics of strong practice of the profession, all the specialized subjects are matched with course labs in the teaching implementation scheme, and all the managing units must complete experiments according to requirements. Those who have not done them or failed in experiments cannot get the course credits. The OUC shall conduct selective examinations on experiments to ensure teaching quality.
     
  4. Graduation Design

    The pre-graduation practical including graduation design must not be exempted.
    PRTVUs should guarantee the quality of the graduation thesis from the perspectives of topic choosing, contents, writing structure and credibility. Instructors should guide the students in choosing the topics and making writing plans, give tailored guidance remarks at stages, and organize well the defense of graduation thesis and the judgment of results.
    In accordance with the related OUC requirements, local RTVUs should formulate complete teaching regulations or implementation rules for pre-graduation practicals which conform to the local reality and characteristics of each university, specifying clear regulations and substantial requirements for every step of graduation design (thesis).
     
  5. Assignment and Assessment

    Regular Assignment:
    Most of the subjects will give regular assignments.
    Assignments for compulsory modules are given uniformly by the OUC, and local RTVUs can give a small number of assignments as a supplement. Assignments for other subjects are given by teachers in charge in local RTVUs either online or by tutors. It is up to the local RTVUs to organize assignment review and correction.

    Subject Assessment:
    The subject assessment includes the formative assessment and the summative assessment. The contents of the subject assessment will conform to the syllabus and mainly focus on the assessment of basic theory, knowledge and skills; the evaluation of students’ ability to analyse and solve problems with the combined use of the theories and skills they have studied should also be taken into consideration.

    Formative Assessment:
    The results of subject experiments, regular assignment are the results of formative assessments. The OUC teaching departments are in charge of making schemes of formative assessments for compulsory subjects, and the teaching departments of PRTVUs are in charge of making schemes of formative assessments for non-compulsory subjects.
    Tutorial centers are responsible for the implementation of the formative assessment, the prefectural and municipal RTVUs are responsible for the preliminary examination of the formative assessment results, and the PRTVUs are responsible for the reexamination of the formative assessment results and implementation supervision. The OUC is responsible for inspecting the results of formative assessment.
    Instructors or tutors of formative assessments are employed by tutorial centers according to the related regulations. They generally have professional titles at or above primary levels for the discipline, have a certain level of teaching experience, are familiar with the requirements and related regulations of open and distance education, and know well the requirements for formative assessments. The results will be decided by instructors or tutors according to the relevant standards specified in the schemes of formative assessment or implementation rules.

    Summative Assessment:
    The OUC and PRTVUs are in charge of formulating specifications about the compilation of summative assessment papers, answers and marking criteria for compulsory modules and optional modules. The test papers are compiled by special compiling groups.
    The OUC and PRTVUs are respectively in charge of the unified national examination for compulsory modules and unified local examination for uniformly offered optional modules and non-uniformly offered modules in their own region.

Teaching Evaluation and Inspection

  • Teaching Evaluation
    Teaching evaluation include the evaluation of the teaching staff, facilities, activities, teaching process management and performance of schools.
    The OUC is in charge of the teaching evaluation for open education in RTVU system nationwide, and the PRTVUs are in charge of the teaching evaluation for open education in their own areas.
  • Teaching Inspection
    Teaching inspection includes: the arrangement of teachers, teaching management personnel and technical personnel, and the implementation of training and responsibility; computer networks and distance teaching facilities, and the construction and utilization of facilities for experiment practicals; the development, allocation and utilization of multimedia teaching resources; reform of teaching methods and teaching management methods and their implementation; design of subject practicals and their implementation, and the design, implementation and examination of the final practical; the content, methods and implementation of teaching support services; the overall teaching process, the management system of the process and its implementation; and finally the examination site arrangement, examination implementation and assessment discipline.
    Teaching inspection insists on the principle of integrating comprehensive evaluation with specialized evaluation, written material evaluation with on-the-spot investigation and online evaluation.
  • Teaching Feedback
    Teachers at RTVUs at different levels should answer the students' questions via email, BBS, telephone, QQ and MSN in a timely manner, communicate with students and learn about their study, work and life.
  • Tour of Inspection for Teaching and Examinations
    The OUC is responsible for making inspections of the teaching and examinations of each tutorial center, checking the implementation of teaching processes, examinations and the arrangement of graduation theses.

Teaching Research Activities

A central group for teaching research at the RTVUs' Computer Science and Technology is planned to be set up in the RTVU system. Its functions are to make contacts and exchanges on teaching in each local RTVU, to learn advanced experience from each other and to learn from others' strong points; to discuss problems existing in the teaching of the course, and to find out solutions and to guide teaching of the course.

Others

A bachelor's degree of adult higher education in the subject category of engineering will be conferred by Beijing Jiaotong University.

Requirements:

  1. To complete the teaching contents specified in the teaching plan approved by Beijing Jiaotong University, to have a good mastery of the basic theories, skills and specialized knowledge for the discipline, and to have the initial ability to get engaged in scientific research and undertake specialized technological work. To obtain the credits specified in teaching plans, to complete tasks for each step of the teaching and to have the graduation qualification.
     
  2. The total average results of the uniformly offered OUC subjects specified for the programme are graded at or above 70 in school, and the grade for the graduation design is at or above the level of "good".
     
  3. The results of both the degree subjects specified in the teaching plan of the programme are graded at or above 70. The degree subjects for "Computer Science and Technology" are Discrete Mathematics and Data Structure.
     
  4. Students who apply for degrees must pass "The unified English test for adult undergraduate bachelor's degree in Beijing Municipality", and the results are valid within four years.
