The School of Arts and Law is one of the teaching schools with the largest number of students in the Open University of China (OUC). The school’s predecessor was the Teaching Department of Liberal Arts set up at the beginning of the establishment of the China Central Radio and TV University (CCRTVU) in 1979, has experienced the changes of Department of Chinese, Department of Arts and Law and transformed to the current school in August 2007. Its major responsibility lies in curriculum  planning and the development and teaching of programmes and courses in the category of public management, such as jurisprudence, social science, political science, theory of Marxism, Chinese language and literature, journalism and communication, and administrative management, as well as the animation.

The dean of the School of Arts and Law is Mr. Ye Zhihong, along with vice dean, Mr. Gu Xiaohua.

The school consists of the Department of Law, the Department of Chinese Language and Literature, the Department of Public Management, the Teaching and Research Division of Communication, the Teaching and Research Division of Marxism-Leninism, and the Administrative Office.

The school has 34 full-time staff members, including six professors, 11 associate professors. All the younger tutors under the age of 40 have the degrees of doctor or master; in addition, there are four part-time professors and four part-time associate professors from other schools of the OUC. They, together with hundreds of course editors and lecturers and thousands of full-time and part-time tutors in all the OUC branches, undertake the teaching task of the school.

Since the CCRTVU’s launch of the Pilot Programme for the Reform of Ways of Learner Development and Open Education in 1999, the school has offered in open education the undergraduate programmes in jurisprudence (for law enforcement, Uighur-Chinese bilingual law, and Mongolian-Chinese bilingual law), Chinese language and literature (for teacher training and the secretarial profession), Chinese language (bilingual Uighur and Chinese), administrative management, advertising, and social work, and the junior college programmes in law (for military law, procuratorial work, and Uighur-Chinese bilingual law), administrative management, Chinese language and culture, Chinese language, the secretarial profession, advertising (for advertisement design and production, and advertising marketing), animation, and social work in succession independently or in cooperation respectively with the China University of Political Science and Law, Peking University, Wuhan University, the Communication University of China, Xinjiang University of Finance & Economics, Inner Mongolia University, the Supreme People's Procuratorate, the Ministry of Human Resources and Social Security, and the China PLA General Political Department.

Over the past 30 years of teaching and research, the school has invited a host of experts and scholars with highest attainment and rich teaching experience to compile teaching materials and give course lectures from regular institutions of higher education. They include the famous jurist Sun Guohua, the constitutional jurists Xu Chongde and Wu Jialin, the civil jurists Jiang Ping and Wang Liming, the criminal jurists Gao Mingxuan and Zhao Bingzhi, the family and marriage jurist Wu Changzhen, the lawsuit jurist Fan Chongyi, the civil and commercial jurist Wang Weiguo, the legal historians Pu Jian and Zhang Jinfan, the administrative jurist Luo Haocai, the famous linguist Wang Li, the scholar and painter-calligrapher Qi Gong, the comparative literature expert Le Daiyun, the ancient literature expert Yuan Xingpei, director Zheng Dongtian, the famous political scientist Xu Datong, the political science and administrative science experts Wang Puqu, Zhang Chengfu, and Qi Mingshan, the social science expert Zhou Xiaozheng, the famous ethics expert Luo Guojie, Wang Sibin, Le Guoan and Ma Kai experts in the field of sociological research, Chen Zhan’an and Jin Binggao experts in the theory of Marxism, as well as famous experts and scholars in the fields of advertising and animation, such as Chen Peiai, Ma Mouchao, Ding Junjie, Lu Shengzhang, Wu Guanying, Ni Ning, Zhang Jinhai, Dong Lijin, Peng Jixiang, Lin Hua and others.
