Students who have completed at least a senior middle school education or equivalent may enroll.

Training Objectives and Requirements

Objectives: The aim of the course is to foster students' all-round development in ethics, intellect, physique and aesthetics, and to equip them with the skills needed for secretarial work in line with the needs of socialist construction in a market economy.

Course requirements: In terms of core competency, students are expected to be able to communicate well and work as part of a team, as well as being able to handle information, solve problems, self-study and self-improve. Students should also be able to adapt to changes of occupation and to have a certain level of self-management and self-discipline.
In terms of cultural knowledge, students should have a basic knowledge of literature and culture, strong spoken and written communication skills, basic computer knowledge and some knowledge of a foreign language.
In terms of professional skills, students should be able to express themselves well in writing, and are expected to have strong communication, coordination, and assistant managerial skills. Students should have a solid knowledge of modern office equipment and be qualified for office secretarial work like dealing with documents, meetings and affairs, as well as having some communication ability in a foreign language.

Training Standards

Associate degree course (starting from the completion of the diploma course), two to three years for part-time study, shortest study period no less than two and a half years and longest study period no more than 8 years. The minimum credits for graduation are 76 including 23 credits from getting the qualification certificate.

Conditions of graduation:

  1. Students who have completed five double-certificate subjects and professional practicals (Ⅰ) with scores at or above 60 will receive the Grade Four Professional Qualification Certificate.

  2. Students who have completed three double-certificate subjects with scores at or above 85, and two further double-certificate subjects and the professional practicals (Ⅰ) and (Ⅱ) with scores at or above 60 will receive the Grade Three Professional Qualification Certificate.

 Job Orientation and Career Development

  • Graduates will be equipped with the skills to work in enterprises and institutions, Party and government organisations

  • Graduates will be qualified for positions of an office clerk or secretarial nature. These could include positions like assistant to general office director, senior and medium secretaries in charge of administrative, writing, confidential and archive work, as well as primary secretaries in charge of typing and printing, sending and receiving work.
  1. Professional advancement

    Graduates of the course with the Fourth Secretary Certificate (Grade Four National Professional Qualification Certificate) and the Third Secretary Certificate (Grade Three National Professional Qualification Certificate) can take examinations to earn the Second Secretary Certificate (Grade Two National Professional Qualification Certificate) through further study.

  2. Position development

    Graduates of the course can be promoted to local management positions in enterprises and institutions through further study. Potential vocations include journalism, editing, professional management and project management supervision.

Knowledge and Capacity

Professional skills:

  1. Document skills: the ability to write and deal with documents, including various types of document drafting, document transfer, and document management; document production skills, including typing, coping, editing, typesetting, and binding.
  2. Meetings: the ability to make preparations before meetings, provide service at meetings and supervise implementation after meetings.
  3. Office affairs: the ability to grasp the managers' intentions, and accurately organise the implementation of their work requirements, and to have the ability to coordinate daily office affairs.
  4. The skills needed to use automated office equipment.
  5. Some basic skills of finance management.
  6. Strong communications and public relations skills.
  7. Strong spoken communications skills.
  8. A mastery of the basic methods required to consult materials, retrieve documentation and obtain relevant information using modern information technology.
  9. A grasp of legal knowledge relevant to contract management, an understanding of management theory regarding enterprise and human resources, basic knowledge of finance, accounting and taxation, and some general knowledge of marketing and customer services.

Training Mode and Teaching Method

Training Mode:

  1. This course adopts open education as its training mode and introduces the double-certificate system.
  2. The OUC open training mode takes adaptation to the practical need of economic and social development as its target, with courses and subjects adapted to the needs of job seekers. Drawing upon integrated learning resources and using multiple learning environments and integrated satellite, computer and people's networks, the training mode emphasises the student's autonomous study. Strict yet flexible process management ensures that the skills learned during the course can be retained and used.
  3. Since the specialised training standards of the course meet the requirements of the national professional standards, the graduates can obtain related job qualification certificates at the same time as they obtain their graduation certificates.
  4. In line with the present situation and features of vocational education, great attention has been given to the concurrent development of vocational education and the secretarial profession, so as to create a course that is practical, pertinent and helpful in preparing graduates for the future.

Teaching Method:

This course adopts the distance teaching method and provides autonomous learners with suitable multimedia teaching resources emphasising online teaching activities. Students may enroll and select subjects at any time. The teaching methods emphasise practical ability and are based on the needs of the course and the positions sought by students. The advantages of the local open university and open university system are integrated, with the course employing diverse teaching methods such as theoretical teaching, group teaching, project-driven teaching, multimedia courseware, slide shows, and audio-video play so as to strengthen the effectiveness of students' autonomous study and collaborative work.

Teaching Management

Subject management:

  1. Compulsory subjects must have unified subject names, credit standards, syllabus, teaching materials and examinations.
  2. Results of the practicals are included in the study performance of the subject, and those who have not completed their practicals will not get credits for the subject.
  3. Similar subjects are not to be studied concurrently. If so, only the credits for one may be counted.

Subject commencement:

The subject timetable for each term is decided according to the development of subject knowledge, which is for the students' reference in choosing the subjects. The first round of compulsory subjects for each open education course must be offered according to the subject timetable, and the later subjects begin all year round.
