The junior college degree education in law was offered by the CCRTVU in 1984, and the junior college programme in economics law, the law of reform through labour, and foreign economic law have been offered successively after 1992. In 1995, the law programme started the registration of audio-visual education junior college students.
In 2000, the school offered military law in the junior college programme of law in cooperation with the China PLA General Political Department to give education to army officers. Tailored to the characteristics of the army, a series of characteristic courses have been offered, such as national defense law, military service law and the science of military rules and regulations. In 2002, the school cooperated with the Supreme People's Procuratorate and offered junior college procuratorial work in accordance with the needs of the procuratorate system. With the responsibility of the Supreme People's Procuratorate, the courses were highly targeted to vocational positions including introduction to procuratorial business, public prosecution practice, investigation and supervision practice, duty crime investigation practice and others. In 2006, administrative law enforcement was offered and a group of courses were offered to suit the enforcement of administrative law for civil servants. The law programme covers 44 provincial RTVUs all over the country, the CCRTVU study centers, Taiyuan study centre, Hainan study centre and the School of Tibet, with a total of 1303 tutorial centres. The offering of the law programme in particular, has filled the gap of law education in Tibet.
From 1999 to 2013, the law programme enrolled a total of 841,465 junior programme students, and a total of about 460,000 students graduated from the junior college programme in law in open education during the period from 1999 to the autumn semester of 2012. Before 1999, the programme had trained about 300,000 junior college programme law graduates, training many law talents urgently needed by the country, making a great contribution to the degree compensation education, and laying a student source foundation and accumulating teaching resources and experience for diploma-to-degree programme education.
Many experts and scholars are employed as chief editors and lecturers on the courses in the junior college programme of the law They include the famous jurist Sun Guohua, the constitutional jurists Xu Chongde and Wu Jialin, the civil jurists Jiang Ping and Wang Liming, the criminal jurists Gao Mingxuan and Zhao Bingzhi, family and marriage jurist Wu Changzhen, and the lawsuit jurist Fan Chongyi.
The course of Administrative Law and Administrative Procedure Law has been selected as an outstanding course of the RTVU system.
