Mr. Li Linshu, a member of the Han ethnic group from Nanchang and a professor, was born on May 30, 1961. He graduated from the undergraduate program of the Department of Mathematics, Fudan University, with a bachelor's degre in February 1982, and from the master’s degree program of Department of Applied Mathematics, Tsinghua University.
He is a winner of special government allowance from the State Council of China (in 2006). Now, he is Vice President of the Open University of China (OUC, aka CCRTVU, China Central Radio and Television University), and Vice Chairman of the University Academic Committee. At the same time, he also holds positions at a host of academic organizations, such as: a Standing Director of Chinese Association of Quantitative Economics, Deputy President of Statistical Education Society of China, Director of the Chinese Adult Education Association, a Standing Director of National Higher Education Research, a member of National Technical Committee of Standardization for Network Culture, and leader of “the expert team of advanced mathematics” of the Unified Examination for National Higher Education of Network Education. He was honored as an outstanding young teacher of Beijing Municipality, an excellent educational worker of the national open universities, and a winner of CORE-IET international "Contribution Award of Educational Resources Sharing" (2006). The Lis were selected as one of the “Five Exemplary Civilized Families” (2008). Mr. Li has long been engaged in the teaching and teaching management of distance education. He has done a lot of work in distance education teaching, management, and research, made quite a lot of progress, achieved a series of cheerful results, and made great contributions to the development of the cause of open universities in the course design, teaching management, and teaching reform of distance education. He is widely recognized as one of the national RTVU system's leaders in mathematics and distance education management experts.
In the research of CCRTVU Pilot Program for the Reform of Ways of Learner Formation and Open Education of the Ministry of Education, Li Linshu has been directly involved in the design, planning, organization, and implementation of the practical research program. Consistent and steady progress has thus been made in China’s largest open education institution with about 2.1 million students receiving higher degree education through the school in 2006, with this number now growing to more than 3 million, accounting for two-thirds of the active distance education students nationwide. With the research and exploration related to the implementation of the pilot program for learner formation and corresponding teaching models, management models, and operation mechanisms for conditions unique to modern distance education, a large number of significant and influential achievements have been made. The CCRTVU project Formation of Ways for Learner Formation Under the Conditions of Modern Distance Education, in which he participated as a major member, won second prize at the Fifth National Teaching Achievements for Higher Education and Teaching and the first prize at the Teaching Achievements for Beijing Higher Education and Teaching (2005); and the academic report of Research on a Number of Projects Concerning Modern and Open Distance Education, wherein he was a major contributing author, won the third prize at the Excellent Achievements of the Third National Educational and Scientific Research held by the Ministry of Education (2006).
Over the past decade of teaching and teaching affairs management, Li Linshu and other teachers and teaching management staff have implemented in-depth research and reform exploration in several aspects, including educational management systems, learner formation schemes, course and resources construction, learner support services, management and control of the teaching process, and teaching guarantees and evaluations. They are catering to the characteristics of modern and open distance education and the objectives of practical talent training in accordance with the requirements of the school’s development planning and teaching reform. He has successively led the formation and promulgation of a series of reform measures and pilot schemes concerning the RTVU teaching plan, course system, teaching contents and teaching management. A basic train of thought for RTVU teaching reform has been put in place, which “begins with the opening of courses, centers on the building of course platforms, focuses on resource integration, forges a bond of mechanism optimization, and improves the two systems of learner support and quality guarantee”. It has been included in the CCRTVU’s "Eleventh Five-Year Development Program" endorsed by the Ministry of Education. As one of the key projects implemented, it has quickened the pace of RTVU teaching reform. Of this program, Li led the educational reform Exploration of Higher Education Institutions Serving Professional Lifelong Learning ---- CCRTVU’s Innovative Practice in Staff Quality Education Project of the Capital, which won the first prize of CCRTVU Teaching and Scientific Achievements (2008). The teaching reform Construction and Implementation of Learner Formation System in Rural Distance Tertiary Vocational Education, led by Mr. Li, won special prize at the CCRTVU Teaching and Scientific Achievements (2012).
As a mathematics professor, Comrade Li Linshu has long been engaged in teaching and teaching reform in mathematics and economic mathematics. He has made an in-depth study of teaching, management, teaching materials design, and development of mathematics in distance education. He first created “listing algorithm of integration by parts”, which has become a significant achievement in the reform of RTVU teaching contents and methods; he has edited or co-edited approximately 10 unified national teaching materials, including Advanced Mathematics, Engineering Mathematics, Linear Algebra, and Economic Mathematics; he lectured several unified national courses, such as Advanced Mathematics, Economic Mathematics, Linear Algebra, and Entrance Guide for Open Education; the multimedia integrated teaching material and online course Basics of Economic Mathematics, developed under his leadership, has become a brand course and an exquisite long distance education course of the Ministry of Education; Online Course of Basics of Economic Mathematics, edited by him, has been successively selected as an exquisite national course (2008), a high quality course ware for Web-Based Course Construction Project in the New Century (2004), and a special prize winner in the competition for the production of multimedia course teaching web pages(2004),recognized by the examination experts of the Ministry of Education as “representing the development orientation of the development of science and technology network courses”; he led and completed Application of Modern Education Technology in the Reform of Basics of Economic Mathematics, which won the second prize at the Fifth Beijing Higher Education Teaching Achievements, and the first prize at the CCRTVU Teaching Achievements(2005); Basics of Economic Mathematics (3 book set, including Calculus, Linear Algebra, and Probability and Mathematical Statistics) was listed as planned teaching material for the “Eleventh Five-Year” period of the national higher education (2006) and won the first prize at CCRTVU’s First Excellent Printed Material Appraisal(2002); Calculus, edited by him, as an exquisite teaching material for higher continuing education in the 21st century was listed as planned teaching material for the “Eleventh Five-Year” period of the national higher education (2006) and selected as exquisite teaching material for regular higher education (2007); the audio-visual teaching material of Advanced Mathematics, edited under his leadership, won the second prize of the national RTVU excellent audio-visual teaching materials selection issued by the former National Education Commission (the first prize is vacant, 1997).
In addition, Li Linshu has successively published about 20 scientific essays in first class national magazines and one translated work in recent years. He has led or is leading 11 topics of the Ministry of Education, including: 1) “The Construction of Digital Learning Resources of the Ministry of Education”, a project of the Ministry of Education and the Ministry of Finance (he works as deputy leader of the project team which passed the ministry-level inspection in 2012); 2) the general topic “CCRTVU Pilot Program for the Reform of Ways of Learner Formation and Open Education” of the Ministry of Education’s project (he is one of the major responsible persons, with the project having passed the inspection of the Ministry of Education); 3) the Ministry of Education’s project “Research and Practice on Evaluation System of Online Education Service Support” (he works as deputy leader of the project team, with the project having passed the inspection of the Ministry of Education in 2004); 4) the Ministry of Education’s project “Pilot Program of Public Service System Construction of Modern Distance Education” (he works as leader of the project team, with the project having passed the appraisal of experts in 2006); 5) the Ministry of Education’s project “Web-Based Course Construction Project in the New Century” project on "Basics of Economic Mathematics" online course construction (he is the first to complete the project, which passed the inspection of the Ministry of Education in 2003; 6) the Ministry of Education’s project “Development of Vocational College Education Course and Construction of Experts Database” (he is the leader of the project team); 7) the Ministry of Education’s project “Construction of Online Teaching Resources for Two-Year Vocational Colleges ” (he is the leader of the project team); 8) Beijing social science planned topic of “Research and Practice on Staff Quality Education Project of the Capital” (he is the leader of the project team and the project has been finished); 9) the Ministry of Human Resources and Social Security’s topic “Research on CCRTVU Vocational Training Mode Centered on Occupational Education for Skilled Talents” (he is the leader of the project team and the project was finished in 2010); 10) the Ministry of Education’s project “Research and Practice on the System of Learning Accreditation, Accumulation, and Transfer” (he is the major responsible person of the project in 2012); 11) the sub-topic “Research and Practice on Service Mode and Operation Mechanism of Digital Learning Port Public Service System” attached to the Ministry of Education’s teaching reform project “Digital Learning Port and Development and Demonstration of Lifelong Learning Society” (he is the deputy leader of the research team, and the project was completed in 2008).
